Experienced Procurement Officer
About the Job
The authority is looking for someone who wants to work with both strategic and operational issues related to procurement and contract follow-up. You will plan and develop the authority's procurement process and be responsible for contract follow-up.
This means that you will work independently with procurements in collaboration with managers and employees within the authority. You will drive improvement efforts and work on development issues within the procurement area. The role also includes working to develop, streamline, and ensure the quality of the authority's purchasing process.
Like all employees with us, you are expected to work in a dialog-oriented manner, have good self-awareness, and contribute by being a role model. You need to be able to explain the requirements placed on procurement while being solution-oriented.
Competence Requirements
- Academic degree in economics, law, or post-secondary education in procurement, at least SeQF level 5 (for example, a YH degree in procurement)
- At least three years of current and documented experience in independently planning and conducting procurements in public operations
- Experience in developing, improving, and documenting procurement processes
- Familiarity with procurement tools
- Knowledge of and experience in contract law/contract writing and management/follow-up of contracts
- Very good ability to express oneself verbally and in writing in Swedish
Meritorious
- Experience in IT procurements
- Knowledge of GDPR and information security from a procurement perspective
Personal Characteristics
To fit the role, you need to be structured, results-oriented, and analytical. You drive the work forward independently and have the ability to shift focus between different procurement areas as required by the tasks. Furthermore, you have very good collaboration and communication skills. You also have a very good ability to express yourself verbally and in writing in Swedish and find it easy to translate legal concepts into practical application and good advice.
Organizational Placement
The position is located in the Legal Affairs Unit led by the authority's chief legal officer. The unit consists of lawyers, registrars, archivists, investigators, and an information security specialist.
The main task of the Swedish National Agency for Higher Vocational Education is to be responsible for issues concerning higher vocational education in Sweden and to ensure that the programs meet the labor market's need for competence. We also oversee post-secondary arts and culture education as well as interpreter training within folk education. We also promote and coordinate validation issues and serve as the national coordination point for the European Qualifications Framework (EQF). We analyze the labor market's need for education, decide which programs should be included in higher vocational education, and grant state funds to educational providers. The authority supervises and handles complaints regarding the programs within our area of responsibility. We also review the quality of the programs, produce statistics, and follow up on the results of the education.
The authority has about 150 employees distributed across nine units with headquarters in Västerås and an office in Hässleholm.
