We are looking for a construction manager within BEST (track, electrical, signaling, and telecommunications) for an assignment within the subway section at a traffic authority.

The assignment is a consulting position based in Stockholm. The role comprises 20–60% with the possibility of extending to full-time depending on needs.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

The construction manager within BEST is responsible for monitoring and controlling the production phase in subway projects, focusing on time, cost, and quality. The role involves ensuring that contracts are executed according to applicable requirements, laws, and documents, as well as actively following up, reviewing, and coordinating work between contractors, project teams, and external parties.

Responsibilities

Assist in the preparation of construction documents by reviewing and providing feedback from a production perspective.

Monitor and report on the progress of the construction contract regarding time, cost, and quality.

Review, document, and report changes and additional work (ÄTA) and provide forecast data to the project manager.

Lead and document construction meetings according to an established agenda.

Review and approve work plans, schedules, and weekly plans, and communicate these to adjacent operations and stakeholders.

Coordinate interfaces with the operations operator for projects in ongoing operation to minimize impact on operations.

Ensure that the contractor follows safety management systems, environmental and occupational health requirements, technical guidelines, and governing documents and procedures.

Make decisions within given mandates and ensure that supplier requirements are met regarding Bas-U and SOS planning.

Participate in the procurement of inspection organizations, including the preparation of tender documents, review and evaluation of bids, and contract writing.

Participate in inspections and contribute to the handover to the Traffic Department.

Represent the project in contacts with authorities, suppliers, and contractors, and report to the project manager while coordinating with the project organization.

Collaborate closely with BAS and participate in project-related meetings to follow up on project progress.

Requirements (Mandatory)

Bachelor's degree in railway technology, track technology, or other equivalent education focused on BEST systems, or at least 4-8 years of work experience in the rail-bound infrastructure industry.

Documented experience in construction management within BEST areas (Track, Electrical, Signaling, Telecommunications) or similar operations within railways, subways, or other rail-bound infrastructure. At least 4-8 years of experience.

Documented knowledge of laws, regulations, and technical guidelines within the BEST area or rail-bound infrastructure, acquired through at least 4-8 years of work experience.

Experience working on at least two projects procured according to LOU or LUF.

Training certificate regarding contract law (AB/ABT). Certificates must not be older than 5 years.

At least 4-8 years of experience from contracts within railways or subways, with a client or contractor.

Experience from at least one project within BEST or rail-bound infrastructure where the contract sum exceeds 50 million SEK.

At least 5 years of experience as a construction manager or inspector for a client within rail-bound infrastructure.

Documented experience, at least 3 years, of participating in the review of changes and additional work (ÄTA), including assessing these based on contract terms and preparing necessary documentation.

Certificate of approved Kat-X9.

Fluent in Swedish, both spoken and written. Good knowledge of English.

Desirable

At least 2 years of experience participating in risk management work (e.g., risk workshops, risk analyses, and risk follow-up) within projects for rail-bound infrastructure.

At least 5 years of experience as a construction manager within the subway.

Installation experience from at least one project where installation or replacement of rectifier stations has occurred.

Documented experience in developing FFU for complex contracts within rail-bound infrastructure (over 50 million SEK).

Previously worked on projects for at least one year with assignments within the Traffic Administration.
