About the assignmentWe are looking for a lead project manager in development for a municipal land and development operation. The assignment is part of urban development projects where you will be responsible from planning and design to implementation and handover to management. The role has a clear overall focus on goal fulfillment, coordination, economy, legal issues, and property law in new projects and detailed plans.
Responsibilities- Lead and coordinate the project's implementation and coordinate with other projects and functions.
- Establish and manage the project plan and follow up on goal fulfillment with a focus on overall economy, timeline, and quality.
- Be the contractual party in the project and develop negotiation strategies.
- Establish agreements related to development work and other property-related issues with developers, landowners, and other rights holders.
- Manage construction and contracting-related issues and contribute to negotiations as needed.
- Develop and implement procurement strategies and ensure compliance, follow-up, and deviation management.
- Procure consultants and contractors according to applicable procedures.
- Update timelines, phase plans, and budgets, and support budget work and follow-up.
- Report and present the project's progress to the management group according to applicable routines.
- Ensure that the project is documented according to applicable routines and working methods.
- Identify and analyze development and/or construction-related improvements within the project.
- Establish and update marketing strategies as needed, including sales and procurement strategies.
- Coordinate transfers and leases of land, including land allocation matters and packaging of land allocations.
- Coordinate with external stakeholders and internal operations.
- Act as the client's representative responsible for work environment and serve as BAS-P (construction work environment coordinator for planning and design) with responsibilities according to the Work Environment Act.
- Contribute to the planning process to ensure that detailed plans are feasible and usable over time.
- Relevant education and solid expertise in planning and implementation of urban development projects.
- Experience from municipal urban development assignments.
- Good and verified negotiation skills.
- Experience in establishing agreements in development, property-related issues, and construction and contracting-related issues.
- Experience in procuring consultants and contractors as well as working with procurement strategy and follow-up.
- Ability to work systematically with project plans, timelines, budgets, and reporting.
- Familiarity with working in Antura (project management tool).
- The consultant must have worked on at least 2 urban development assignments in the last 6 years.
- Competence to act as BAS-P (construction work environment coordinator for planning and design).
