Area Manager for Information Security at the Swedish National Procurement Agency

Have you worked strategically with information security issues, perhaps in the public sector, and want to contribute to developing the requirements in the state framework agreements and the contracts that are drawn from them? Do you enjoy collaborating and finding concrete and practical solutions where different perspectives need to be balanced?

At the Swedish National Procurement Agency, you will have the opportunity to work on complex and socially important tasks in a knowledge-intensive organization where you take responsibility and contribute your expertise. Many publicly governed organizations use our framework agreements, and we have a central role in procurement in Sweden. Our goal is to create the best possible conditions for those who use our framework agreements - and we have fun while doing it!

About us

The Swedish National Procurement Agency at Kammarkollegiet is responsible for state procurement coordination by offering framework agreements in everything from IT and consulting services to office supplies and travel. The operation should be needs-driven and businesslike, aiming to streamline agencies' supply and create attractive deals for suppliers. We currently work with five focus areas: e-commerce, supply security, sustainability, accessibility, and information security. The position we are now recruiting for will be responsible for the area of information security.

Why are we looking for you?

We are further developing and deepening our work in the security area and are now offering a full-time position that will have overall responsibility for security issues in our procurements and framework agreements - in a broad sense. Your main focus will be on issues related to information security, but you will also work with security issues from a broader perspective, such as security-protected procurement (SUA), cybersecurity, confidentiality, risk management, and overarching security governance related to procurement and contracts. You will have a large mandate to shape and further develop how the Swedish National Procurement Agency will work with security issues in the future.

The main responsibility for GDPR issues does not lie within this role, but you are expected to be able to identify boundaries and collaborate closely with colleagues in the area. The work also generally involves close collaboration with colleagues to develop and follow up on our framework agreements. This position will be placed in the department's staff function together with other common competencies for the department, and your immediate supervisor will be the department head. There are currently over 70 employees in the department. You will become part of a competent and committed workplace where responsibility, well-being, and collaboration are highly valued. We have low staff turnover and high health rates.

Job Description

Procurements and preliminary studies are conducted in project form together with your colleagues within the department. Your role will be to:

  • act as a sounding board and provide support in requirement setting related to the security area and assist in making analyses and needs assessments
  • support the management of framework agreements and the follow-up of framework agreements and suppliers within our framework agreement areas
  • conduct market monitoring, market analysis, and risk assessments
  • ensure that national guidelines and EU requirements in the security area, e.g., cybersecurity and security protection, are translated into practical and relevant requirements in procurements
  • follow the development of legislation relevant to the area
  • collaborate with expert authorities and other national actors with assignments in the area
  • present and explain complex security issues to both internal and external groups

This is a new position within the department, where the work has been organized and conducted differently in the past, and you will therefore have good opportunities to contribute to how the role is further developed in the future. The role requires a high degree of independence, and you are expected to possess good strategic ability but also the drive to translate that into attractive and user-friendly framework agreements together with your colleagues.

Are you our future colleague?

We are looking for someone who has:

  • A degree in information security, IT, law, or another education deemed relevant for the role
  • Several years of relevant and current experience in strategic work with information security, such as information security governance and risk assessment
  • Experience in formulating and translating information security requirements into governing documents, agreements, or procurements
  • Experience from the public sector or another regulated activity
  • Very good ability to express yourself in writing in Swedish

Meritorious for the position is:

  • Knowledge of relevant standards and frameworks, such as ISO 27001
  • Experience in security protection work and/or work with security protection agreements (SUA)
  • Certifications in information security (e.g., CISSP, CISM, CRISC, CISA)
  • Knowledge of current regulations in cybersecurity and supplier risks

As an area manager:

  • you maintain good structure and timelines
  • you shift focus between different procurement areas as needed
  • you balance technical, legal, and business perspectives
  • you make necessary priorities and trade-offs
  • you present confidently and pedagogically to groups
  • you collaborate well and contribute to engagement and participation

You thrive in a role where you combine analysis, advice, and practical problem-solving - and where you can be the driving force in strengthening security work in the state.

More Information

Start date as soon as possible. The employment is permanent, starting with a six-month probationary period. The position may be subject to security clearance according to the Security Protection Act.

From January 1, 2027, the Swedish National Procurement Agency will become part of the Procurement Authority.

This is a unique opportunity to work in Sweden's most competent environment for procurement and law, with an unchanged mission but even greater opportunities to influence the future of public business.
