The County Administrative Board of Västerbotten is strengthening the procurement function with a senior procurement officer. You will belong to the operational support unit, which currently consists of about 45 employees.

Job Responsibilities

The role of a procurement officer at the County Administrative Board involves conducting your own procurements and supporting units that need assistance with procurements. The role also includes informing and educating the agency in the procurement area, developing routines and governing documents, as well as implementing electronic ordering (e-commerce) in connection with purchases.

You will independently be responsible for leading, planning, and executing procurements in close collaboration with representatives from the operations. The work includes providing expertise, experience, and guidance in connection with the initiation, execution, and conclusion of a procurement, both of simpler and more complex types.

Common Job Tasks:

• Conduct procurements
• Support the agency in business and procurement technical issues
• Support units that have procurement needs, quality assure documentation, evaluate bids, and sign contracts
• Consider security aspects in connection with procurements, such as information security analyses and security-protected procurement
• Contract follow-up
• Plan and conduct training initiatives
• Develop statistics related to purchasing and procurement
• Development work, such as market monitoring, investigative work, and strategic purchasing
• Other tasks related to the unit may also occur.

Qualifications

We are looking for someone who:

• Has a university degree with a focus on procurement, other relevant education for the position, or experience that we assess as equivalent
• Has extensive knowledge and at least three years of experience in conducting procurements, both independently and in collaboration with a procurement group
• Has experience supporting core operations that need assistance with procurement
• Has knowledge of procurement law regulations
• Has a good ability to express oneself in speech and writing
• Has experience presenting to larger groups.

We consider it an advantage if you also have:

• Experience in procurement work within government operations or other public administration
• Experience in security-protected procurement
• Experience working with various procurement tools.

Conditions

The position is a permanent employment and a probationary period may apply.

The position involves placement in a security class and requires a successful security clearance before taking office.
