Job Responsibilities

As the director of the Employment and Social Services Administration in Malmö City, you have overall responsibility for leading, developing, and coordinating the administration's activities in a city characterized by diversity, growth, and significant social disparities. The role is central to Malmö City's work with social sustainability, security, inclusion, and labor market integration.

You work on behalf of the responsible committee and are part of the city director's management team where you, together with other administration directors, contribute to the development of the entire Malmö City.

Your administration is one of Sweden's largest in the area, with approximately 3000 employees and a budget of about 4 billion.

Your main job responsibilities will include:

• Implementing the decided policies within the employment and social services area in close collaboration with Malmö City's other administrations, companies, and external actors.
• Strategic development of employment and social initiatives focusing on early, preventive, and cohesive approaches.
• Responsibility for leadership, finance, and operational development of the social and employment administration, including ensuring a trust-based and professional leadership throughout the organization.
• Actively contribute to Malmö City's overall development and sustainability work, with a particular focus on equality, children's rights, integration, labor market, and reduced segregation.
• Collaboration with civil society, authorities, businesses, and other community actors at local, regional, and national levels.
• Represent Malmö City in regional and national contexts regarding employment and social policy issues.
• Development of effective working methods, including digitization, monitoring, and analysis, to ensure high quality, legal security, and good resource utilization.
• Take clear responsibility for developing and leading city-wide working methods in close collaboration with other administrations and companies, where employment and social perspectives are integrated into Malmö City's overall development work.

As the director, you are also the responsible official for guardianship issues under the guardianship committee.

Qualifications

We are looking for:

• You have an academic education and several years of experience as a manager of managers in a larger and complex organization, preferably within the public sector.
• You have solid experience in leadership roles within social services, labor market, or related community areas.
• Good understanding of politically governed organizations and the ability to translate political decisions into operations with high quality and legitimacy.
• Experience in leading change and development work in complex organizations.
• Very good ability to build trusting relationships and collaborate with both internal and external actors.
• Experience in leading through collaboration and navigating the interface between different operations, organizations, and community sectors.
• Ability to take an overarching system leadership where employment and social policy issues are linked to the city's overall development.

Your leadership is characterized by trust, clarity, and a holistic view. You are present, strategic, and have the ability to engage and develop managers and employees.

As a person, you are secure, stable, and courageous, with a strong community engagement and a desire to make a difference. You are unpretentious, analytical, and have good communication skills.
