Head of Democracy and Citizen Services

About the position
As the Head of Democracy and Citizen Services, you will lead an operation that includes political decision support, case management, record-keeping, contact center, and the municipality's work with democracy, service, and participation. The department also includes the municipality's security organization, which means responsibility for coordinating the municipality's work with safety, security, and risk management.
You are a key person in both the municipality's operational everyday life and our long-term development. The role involves close collaboration with municipal management, elected officials, and colleagues from across the organization to create efficient processes, high quality, and a service that residents truly notice. The role also means that you will be part of both the municipal management's management group and the corporate management, where you contribute to the overall governance and development of the municipality.
Job Description
In this role, you are responsible for leading and developing the department's operations, staff, and budget. You ensure secure, legally sound, and efficient processes for case management, record-keeping, and political decision support, and you actively work to create structure, quality, and high accessibility within the contact center and citizen services.
An important part of the assignment is also to contribute to the management of the administration and participate in cross-functional collaboration within the municipality. In addition, you drive the development of digitization, new working methods, and other improvement projects. You strengthen resident dialogue, participation, and democracy-promoting work, as well as develop collaboration both between the municipality's various operations and between the civil service organization and elected politicians. You also have a central role in promoting a culture characterized by good reception, openness, and high professionalism.
We are looking for you who
Requirements for the role:
- Several years of experience in leading operations and staff
- Experience from public operations or other politically governed organizations
- Experience in municipal governance, decision-making paths, and case management
- Experience in development work in areas such as working methods, service, quality, or digitization
- A university degree in a relevant field or equivalent education and experience that the employer assesses as equivalent
Meritorious:
- Knowledge in committee administration or political decision support
- Experience from management group work or larger organizations
- Experience from contact centers or citizen services
- Experience in digitization or system implementations
Your personal qualities:
You are a communicative and confident leader who takes initiative, drives issues forward, and creates action in the organization while building good relationships. You work independently and with high initiative in identifying, prioritizing, and driving projects from idea to implementation. You are structured, attentive, and balance a holistic perspective with the ability to see details. You drive development forward while creating stability in everyday life.
