IT Strategist for the City of Stockholm

The City Management Office is the administration of the municipal council. We are responsible for governance, monitoring, and development of the city's operations based on the vision and budget decided by the municipal assembly. We have over 350 employees who primarily work with strategic issues that are of great importance to the city's operations.
The strategic IT operations of the City of Stockholm are led and governed by the City Management Office's department for IT and digitalization.
Our mission is to create conditions for tomorrow's digitalization, among other things by managing and developing the city's central IT environment. Welcome to Us
In the department for IT and digitalization, there is the Strategy and Governance unit. Our unit consists of 16 dedicated employees, and we are located in nice and bright premises in Kungsholmen. We coordinate, govern, and support the city's digitalization efforts with a focus on a holistic view, quality, and future needs. We are responsible for the city's overarching governance documents and governance models in the area of IT and digitalization and drive strategic projects and assignments.

Your Role
As an IT strategist, you will work together with colleagues and the unit manager on city-wide issues regarding digitalization, including how the city should best utilize national services (https://www.digg.se/styrning-och-samordning/ena---sveriges-digitala-infrastruktur). You will conduct investigations and develop governing and supporting documents. This includes engaging in dialogue with the city's administrations and companies, object and service managers, as well as national authorities such as Digg and PTS. From 2025-2027, the department will have a special focus on developing digital services for the people of Stockholm, and your role will be an important part of this.
Your Competence and Experience
We are looking for someone who has:
- A broad understanding of municipal operations and the public sector
- Understanding of the challenges and opportunities of a large and partly complex IT delivery with a high degree of outsourcing
- A genuine interest and experience in governance and change management in a large organization
- Relevant academic education or equivalent experience
- At least five years of documented experience working with strategic digitalization issues in or for public operations
- Good ability to express yourself in Swedish both verbally and in writing
It is meritorious to have:
- Current and multi-year experience in service development and IT architecture
- Experience leading and driving projects and investigations
To succeed in this role, you are both pragmatic and responsible. You can represent the city in both internal and external contexts and are used to leading others. You structure and independently drive your work forward and have an understanding of and experience in handling complex issues. You see the bigger picture, have a broad perspective on issues, and understand the long-term significance and further consequences of decisions, adapting your actions accordingly. It is also crucial that you have an open and collaborative approach where you invite dialogue. You adapt your communication and way of conveying messages according to the audience and understand how communication drives change.
