The Traffic Office is responsible for managing and developing Stockholm's public spaces, ensuring they are safe, attractive, accessible, and sustainable. To accomplish our mission, we are about 450 colleagues, primarily located in the newly renovated premises of the Technical Board House on Kungsholmen. The procurement unit also leads the development of the office's strategic investment management and investment portfolio.

Your role

In the role of IT procurement officer, you will independently act as project leader primarily for procurements within IT and digitalization together with the IT department.

The role of the IT procurement officer aims to coordinate, lead, and execute procurements with analysis, requirement formulation, planning, market dialogues, procurement strategies, advertising procurement documents, awarding and signing contracts, as well as feedback on experiences together with designated working groups and responsible managers.

The work also includes participation in development work such as training, templates, or category-driven purchasing.

As an IT procurement officer, you will carry out procurements and renewed competitive tendering according to LOU, which occurs through orders from the Service Administration's framework agreements for IT services in these areas; Business development, management and control, Development and lifecycle management of Systems and platforms, Geodata and GIS, and Information security. Furthermore, the following tasks are included;

  • Procurement of new or replacement existing IT systems in collaboration with the office's various project groups
  • Conduct direct procurements according to the city's rules and guidelines
  • Develop, finalize, and follow up procurement strategies
  • Be responsible for documenting and archiving procurements in Public 360 and other relevant systems, e.g., the Commercial procurement tool.
  • Participate in systematic contract follow-up of IT contracts in collaboration with relevant operations.
  • Be part of the unit's category team IT for cross-functional work.

The procurement officer should be advisory and provide support in procurement matters to the Traffic Office's employees. This includes both procurement law-related questions as well as contractual and commercial matters.

As an IT procurement officer, you will work closely with the management objects (based on the PM3 model) and projects involved. Close collaboration with the relevant part of the operation and all on the IT unit will also be relevant, including the contract and supplier manager, IT architect, and information and IT security manager.

The Traffic Office operates based on the management model PM3, which means that there are management objects with designated roles responsible for overarching planning and budgeting.

Your competence and experience

To succeed in the role of IT procurement officer, you need to have:

  • a post-secondary education from a college, university, or vocational school with a focus that the employer deems relevant, or you have acquired equivalent knowledge and competence through several years of experience in the industry
  • experience in procurements within IT/digitalization or alternatively professional experience/knowledge in the IT industry
  • solid experience in public sector procurements
  • good knowledge of the Public Procurement Act (LOU)
  • good knowledge of Swedish in both speech and writing

It is meritorious if you also have experience:

  • as a project manager
  • in strategic purchasing

Since you will have many contacts, you need to possess good social skills and a pedagogical ability. Furthermore, you are driven, structured, can handle multiple procurements simultaneously, and can independently lead projects. You have a strong interest in being involved in developing the operation with IT and digitalization as tools.
