The City Service Administration has an important and exciting mission to deliver, coordinate, and develop services for residents and administrations in Mölndal Municipality. The administration has about 550 employees and is organized into four operational areas: meals and cleaning, water and recycling, city maintenance, and support and customer service.
Within the support and customer service area, there are several important support functions that serve the entire city, both internally and externally. Here you will find, among other things, resident services, mail handling, administration, and operational development. The support unit is also responsible for issues concerning the administration's economy and budget, governance and management, procurement, legal matters, committee administration, archives, security work, and follow-up.
RESPONSIBILITIES
We are looking for someone who wants to work with qualified economic support to an operation and its managers, working closely at both the operational and strategic levels.
The position is organizationally placed within the support and customer service area, in the support unit. However, your daily work and main assignments will primarily be directed towards the water and recycling operational area. This means that you will have your manager and closest colleagues within support and customer service, but you will work closely with managers and employees in water and recycling in the operational work. Water and recycling is a fee-funded operation responsible for important community functions. Here, we work long-term with sustainability, quality, and efficient use of resources.
As a Water and Wastewater Economist, you have a central role in economic and operational management, with a particular focus on water and waste fees, separate accounting according to applicable regulations, and follow-up and quality assurance of revenues. The work also includes working with asset registers and developing and following up on a long-term, ten-year investment plan. An important part of the assignment is to ensure that the financial reporting meets the requirements of the Water Services Act and to contribute to good economic control and transparency.
You are responsible for producing financial reports, year-end accounts, and budgets, and you will serve as support in economic analyses and decision-making materials. The work is conducted in close collaboration with the operation and is characterized by dialogue, quality, and development.
The assignment also includes participating in joint economic processes and development initiatives within both the administration and the entire city, as well as conducting economic investigations and in-depth analyses as needed.
In your daily work, you will use the city's financial system Unit4 ERP, the procurement and invoicing system Proceedo, and the follow-up tool Hypergene.
QUALIFICATIONS
We are looking for someone with a university degree in economics or other education deemed equivalent, and who has experience in qualified accounting and controlling work.
It is an advantage if you have previously worked with water and wastewater economics, preferably within a municipality or water company. Experience in municipal finance is also beneficial.
You have a very good ability to express yourself in Swedish, both orally and in writing, and you have good system skills and the ability to work in various financial systems.
To thrive in the role, you need to be structured, meticulous, and have a clear sense of responsibility in your work. You plan and prioritize your work effectively and can deliver high quality, even during periods with parallel assignments and time pressure.
You have good analytical skills and can independently process and interpret financial information and translate it into relevant decision-making materials. You see connections between finance, operations, and long-term goals and have the ability to place financial issues in a holistic perspective.
As the role involves close collaboration with the operation, you need to be able to explain financial connections clearly and adaptively based on the recipient's needs. You have a professional and trust-building approach and are attentive in your collaboration with both managers and colleagues.
