The Swedish Transport Agency is looking for three (3) resource consultants to fill the role of system technician in system development and system management. It is a requirement that the bidder offers three (3) consultants in this call-off. CLIENT DESCRIPTION

Background The product area is Identity and Access Management and will largely involve a lot of work in developing automated access control. We are facing a development phase where we are reviewing access control within the authority. The future implementation will consist of the development of Active Directory, automation projects, security-enhancing measures, and the development of new routines that are currently missing.

We need more employees who can handle both the development of new systems and tools. In addition, there is currently a great need for management, which we are not quite able to keep up with today.

Assignment Description The consultants are expected to participate and contribute to the section's and unit's goals of reviewing and creating routines to establish a clear workflow regarding, among other things, access control. Two consultants at level 3 will perform work related to management, automation, and establish routine descriptions (within our primary area, ADDS, ADFS, PKI).

The level 4 consultant will primarily work on development within access control and security-enhancing measures. Focus areas involve authentication and rights-overarching processes.

As we are currently a few people working on the above, it will mean that the consultants are expected to participate in daily operations.

The assignment primarily concerns work within the area of identity and access management, with a focus on Active Directory and authentication, but may also include work in other product areas, projects, or departments at the Swedish Transport Agency as needed.

MUST REQUIREMENTS The must requirements must be met to be offered to the client.

Competence Level Description Offered consultants must meet the requirements for competence level 3 (2 pcs). Offered consultant must meet the requirements for competence level 4 (1 pc).

Security Classified Assignments The assignments are placed in a security class. The consultants who win the call-off will undergo a security review with a background check.

Language Requirements All offered consultants must have a good ability to express themselves in Swedish, both orally and in writing.

Requirements for Role System Developer Competence Level 3 The consultants offered for assignments as system developers competence level 3 must meet the following requirements.

The consultants must have: a. 4 years of experience with ADDS b. current and at least 2 years of experience with ADFS acquired during the last 8 years from the last bidding day. c. good experience with Powershell to create automation scripts d. good experience with internal/external certificate management e. experience in organizations with high security requirements f. experience working with large complex operational environments g. experience in creating technical documentation h. experience from at least 3 assignments working for authorities or large organizations

Requirements for Role System Developer Competence Level 4 The consultant offered for assignments as system developers competence level 4 must meet the following requirements.

The consultant must have: a. 4 years of experience with ADDS b. current and at least 2 years of experience with ADFS acquired during the last 8 years from the last bidding day c. good experience with Powershell to create automation scripts d. good experience with internal/external certificate management e. experience in organizations with high security requirements f. experience working with large complex operational environments g. experience in creating technical documentation h. experience from at least 3 assignments working for authorities or large organizations i. at least 4 years of experience in development within C# DESIRABLE Criteria 1 Extended experience and competence (applies to all consultants) a. You have participated in at least two implementation projects of IAM. b. You have participated in new implementations of onboarding/offboarding processes within a large and complex organization. c. You have experience in creating technical documentation and routine descriptions for complex environments.

SCOPE The scope of each assignment is estimated to be up to 100% of a full-time position and lasts for two (2) years. The consultants are expected to start as early as week 18, 2026. The assignments are security classified, which means that the consultants cannot start their assignments until the security protection agreement is signed and the security review is completed (approximately 8-10 weeks).

WORK LOCATION The assignments will be performed at the Swedish Transport Agency's premises in Örebro. Remote work will not be possible within the current assignments.
