About the AssignmentWe are looking for a senior strategic buyer who wants to strengthen a CCS program (carbon capture, transport, and storage) within the energy sector. The program is in a phase where commercial arrangements and procurement strategies need to be established alongside technical development. As several procurement areas are new and lack clear industry references, an experienced buyer is required to create structure, translate needs into clear requirements and contracts, and make well-founded trade-offs between legal and practical feasibility.
The role is part of the program's governance and support function and involves both operational execution and advisory support in CCS-related procurement and purchasing issues.
Responsibilities- Drive and execute public procurements related to the CCS program, from needs analysis and competition to evaluation and contract signing.
- Prepare procurement documentation, procurement documents, as well as commercial terms and contract proposals.
- Provide recommendations and support in balancing legal requirements and practical feasibility.
- Support the business in ongoing procurement issues, such as call-offs, competitions, and commercial assessments.
- Translate technical and functional needs into clear, feasible requirements in close dialogue with the program's specialists.
- Work in early stages where templates, structures, and reference materials are lacking or need to be developed.
- Documented experience of independently driving public procurements A–Ö according to LOU or LUF.
- Experience in procurement within technical, infrastructural, or other complex areas with multiple stakeholders.
- At least 7 years of documented experience in preparing procurement documents and commercial terms/contracts within public procurement.
- Ability to make well-balanced recommendations in the intersection of law and practice towards clients and projects.
- Experience in procurements where ready-made templates or reference materials have been lacking and where previous experience has needed to be translated into new procurement areas.
- Ability to quickly familiarize oneself with new subject areas with few previous references.
- Ability to work independently and take responsibility for one's own deliveries.
- Ability to structure complex information and translate it into clear commercial documentation.
- Good communication skills and experience collaborating with internal and external parties.
- Experience in procurement in the energy, transport, or other technology-heavy sectors.
- Experience working in a project environment with multiple parallel initiatives.
- Experience using English in dialogues, procurement documentation, or contracts.
- Ability to work in early stages where documentation, structures, and templates are developed gradually.
