For many years, Region Skåne has been working on democratic initiatives, such as citizen dialogues, aimed at incorporating more perspectives into political decision-making and contributing to democratic efforts. Starting in 2023, the regional council has assigned the responsibility for developing strategies for democratic work and citizen dialogue to the cultural committee.

Region Skåne's democratic work is based on a rights-based approach aimed at giving a voice to more people. In the role of strategist for citizen participation and national minorities, you will work closely with other staff within the democracy function, which consists of a human rights strategist and a children's rights strategist.

The position is based in Region Skåne's cultural administration, which operates on behalf of the cultural committee and employs approximately 40 people.

RESPONSIBILITIES

You will serve as a consultative support in matters concerning citizen participation and work strategically to strengthen the rights of national minorities and their opportunities for participation and influence in Region Skåne's activities. In this role, you will work closely with your colleagues in the democracy team, for example, in developing structures for learning and experience exchange regarding human rights within the organization.

Your responsibilities also include:

• Designing and implementing strategies and methods for citizen participation
• Contributing methods for dialogues with citizens, civil society, and other actors when citizens' perspectives are to be considered in decision-making processes.
• Mapping needs and barriers to participation.
• Developing indicators and methods to follow up on participation and rights work.
• Training employees and decision-makers in human rights and participation work.
• Acting as a contact point between Region Skåne and representatives of national minorities, for example, organizing dialogue meetings and consultations with minority groups.

The workplace is located in Malmö, but the position involves travel both within and outside Skåne. All premises are accessible. There is an opportunity to work remotely to some extent.

QUALIFICATIONS

We are looking for someone with a university degree in political science, human rights, sociology, or another relevant social science field. Furthermore, you have good knowledge of human rights and rights-based approaches, as well as experience in monitoring and evaluation work. You have experience with an intersectional perspective and want to work innovatively to enable participation for different groups of citizens, such as children, youth, and national minorities. Additionally, you have experience in strategic development work, preferably within the public sector or in non-profit organizations, with a good understanding of public operations and the role of a civil servant in a politically governed organization. You have experience in investigative work and in using various methods for citizen participation. Proficiency in Swedish, both spoken and written, is required. It is a plus if you also have knowledge of other languages.

It is advantageous if you have in-depth knowledge of human rights, minority policy, and democracy development with methods for dialogue and participation. We also appreciate experience in designing indicators for monitoring and evaluating rights work. Experience working with minority legislation and in consultation with national minorities is a plus.

As a person, you are communicative, attentive, and used to working both independently and closely with others. You are analytical and have a consultative work and approach. We also see that you are solution-oriented and have the ability to lead processes. Furthermore, you are pedagogical and have an easy time creating good relationships and collaborating both within and outside the organization. We place great importance on your personal suitability.
