Department Head for Social Services in Leksand Municipality

Leksand Municipality is currently in an important development phase where social services are being transformed to become more preventive, accessible, and cohesive. We are now looking for a strategic and courageous department head who wants to take an active leadership role in this change and, together with managers and employees, develop a social service that meets the needs of the residents.

Job Highlights:

  • Lead a central part of the social sector with significant strategic responsibility.
  • Drive the transition according to the new social services act and close care.
  • Shape culture and working methods with a focus on quality, development, and digitalization.

Your Responsibilities

As department head, you will be responsible for individual and family care, LSS, assistance and fee handling, outpatient care, and implementation within LSS and social psychiatry. Together with six unit managers, you will lead and develop the operations with a focus on the individual's needs.

You will lead cultural and change work, create a common direction, and develop structures for quality, follow-up, and work environment. You will drive development in digitalization, welfare technology, and innovation, and strengthen the support function area to ensure high quality.

The role entails full responsibility for personnel, work environment, and finances, as well as close collaboration with politics, trade unions, and external actors.

You will lead the implementation of the new social services act and the transition to close care, strengthen early and preventive measures, and translate national requirements into local, sustainable solutions. Through collaboration with healthcare, schools, and other actors, you will create a holistic approach around the individual.

Your Profile

  • Higher education that the employer deems relevant for the assignment.
  • Several years of experience leading through managers and working in a politically governed organization.
  • Experience as a manager within IFO, LSS, or social psychiatry – preferably from both authority and execution operations.
  • Experience with goal, budget, personnel, and follow-up responsibility with good results.
  • Experience in driving change and development work with good results.

Personal Qualities:

In Leksand Municipality, we highly value leadership and have therefore defined three leadership competencies that we see as crucial for success in the role of manager with us:

  • Goal-oriented – You take responsibility for the whole, set direction, and lead towards clear goals. You create structure and drive the work forward so that we achieve results that make a difference.
  • Collaborative – You build trust, promote open dialogue, and create engagement. Through collaboration and good relationships, you strengthen the operations both internally and externally.
  • Courageous – You lead with judgment and decisiveness, dare to make decisions even in challenging situations, and create security by being clear and consistent.

It is also important that you are a strategic and secure leader who creates clarity, wholeness, and focus. You inspire and engage – and see development, innovation, and digitalization as natural tools to meet the future.

About the Workplace

In this role, you will be part of the management group of the social sector together with three department heads and centralized support functions. The management group works together with a clear development focus and a holistic perspective on the sector's mission. The work is characterized by collaboration, accountability, and a common strive for high quality in operations. You will be part of an open and respectful work climate, where we care for each other and together create good conditions for sustainable development of the social sector.
