Unit Manager at SiS Legal Department

The Swedish National Board of Institutional Care (SiS) is an authority responsible for individually tailored compulsory care for young people with complex psychosocial issues and for adults with substance abuse. Job Description

Do you want to be part of a development journey in a socially important operation? SiS is an authority in transition, and we are looking for you who want to contribute to our important societal mission.

The SiS Legal Department is growing, and we are now seeking two unit managers for newly established units within the section for information management, the data protection unit, and the information security and archive unit. The positions involve personnel responsibility for employees at each unit, as well as budget and operational responsibility for each unit and its work.

In addition to the section for information management, the Legal Department consists of three other sections: the sections for operational law, administrative law, and registration and public documents. The work at the Legal Department is characterized by high availability for the operations as we work broadly across the entire authority.

The Legal Department is led by a legal director and four section managers. An additional management level is now being established within the department, unit manager, who reports to the section manager. The section for information management is responsible for legal governance, support, and follow-up regarding legal issues related to data protection, as well as governance, support, and follow-up concerning the areas of information security and archives. The section provides support to both SiS special youth homes and LVM homes, as well as SiS headquarters.

The data protection unit will consist of about ten employees who report to the unit manager. The unit will work with operational issues in the area, such as requirements in procurements, conducting impact assessments regarding data protection, responding to internal and external referrals, cases concerning the rights of data subjects, personal data incident management, and coordinating the work with the authority's register of personal data processing. The unit will also work with system management of the IT systems that the Legal Department is responsible for and will work on strategic transitions in the area according to the authority's five-year action plan.

The information security and archive unit will consist of about ten employees who report to the unit manager. The unit will work with operational issues in both areas, such as requirements in procurements, responding to internal and external referrals, information classification and risk assessment, process mapping and archiving investigations, as well as managing the headquarters' archives and the authority's central archive. The unit will also work on strategic transitions in both areas according to the authority's five-year action plan.

As a unit manager, you will be responsible for ensuring quality within the unit's area of responsibility and for leading, following up, and developing the work at the unit towards set goals. As a manager within SiS, you take responsibility for the whole, drive development, and promote good collaboration.

Qualifications

At SiS, we value good leadership. This means that you, as a manager and leader, take responsibility for the whole, act as a good role model, drive development, promote good collaboration, and are clear in your communication.

You should have:

  • A law degree comprising at least 270 credits.
  • Several years of experience in qualified legal work within the public sector.
  • Current experience in leadership or being in a leading role.
  • Good communication skills, both orally and in writing, in Swedish.

It is meritorious if you have:

  • Experience in work where you have acquired good knowledge in either data protection or information security and archives.
  • Management experience with personnel, budget, and operational responsibility.
  • Experience in independent decision-making.
  • Experience in legal quality review work.
  • Completed notary service.
  • Assessor training.
  • Experience working at the Government Offices.

As a person, you are secure, responsible, and have a high quality awareness. You have good communication skills and the ability to explain legal issues in a simple and understandable way. It is important that you are flexible and enjoy working in a fast-paced environment. We place great importance on personal suitability.

Employment:

The position is a permanent full-time employment that starts with a six-month probationary period. Start date according to agreement.
