Project Manager at the Swedish Prison and Probation Service
The Swedish Prison and Probation Service is growing – we are building new facilities, renovating, and expanding, and we are now looking for more employees. Our most important goal is to reduce recidivism – to break the vicious cycle. If we succeed, society will be safer and more secure for everyone. We are the authority responsible for prisons, probation, remand centers, and client transport.
The Swedish Prison and Probation Service leases approximately 1,000,000 square meters of premises valued at around 2.9 billion, distributed across about forty remand centers, around fifty prisons, and about thirty probation offices. This makes us one of Sweden's largest tenants in the open market.
The responsibility for the authority's premises supply lies with the property director and their property department. The department's project unit is responsible for implementing the department's premises supply projects. Within the unit, there are two sections for premises supply projects and a new section for project development, for which we are now recruiting employees. The unit currently consists of about thirty employees. Today, around fifty larger premises supply projects are ongoing, as well as smaller office adaptations or kitchen renovations.
JOB DESCRIPTION
As a project manager, you will evaluate the feasibility of alternative premises supply solutions to address the Swedish Prison and Probation Service's space needs.
You will lead the development of the Swedish Prison and Probation Service's premises supply initiatives in project form for handover to planning and design start. The work includes assessing the suitability of initiatives based on the physical conditions of the locations and the needs of the operations. You will have ongoing dialogues with municipalities and potential property owners regarding the initiatives being considered. You will also be responsible for producing the Swedish Prison and Probation Service's program documents for procurement and handover of projects to property owners.
You will report to the head of the project development section and will often work with the support of a project manager. Multiple placement locations are possible, such as Norrköping, Linköping, Stockholm, Gothenburg, Örebro, Malmö, or Härnösand.

Furthermore, you are analytical and work well with complex issues. You have the ability to break down problems into smaller components in an analytical and solution-focused manner. Finally, you have a high level of collaboration skills and create both engagement and a sense of participation in the groups and projects you are involved in. In your communication, you are both attentive and clear.

We are looking for someone who has:
- A technical higher education in the field or other education combined with experience that the Swedish Prison and Probation Service deems relevant
- Several years of experience in similar roles as the one requested
- Experience coordinating a client's requirements during feasibility studies and design work in property projects
- Experience from the construction, contracting, and/or property industry
- Experience working in the early stages of property projects, such as needs analyses, necessary site and infrastructure investigations, and detailed planning processes
- The ability to express yourself well in spoken and written Swedish
- A valid driver's license with at least category B
It is advantageous if you have:
- Project management training
- Experience in procurement within the property sector according to LOU
- Experience working with construction in high-security and/or caring environments
- Experience working with complex buildings with specific requirements from a tenant perspective
- Good knowledge and experience in project and project management within the property sector
- Knowledge of contract law and the Public Procurement Act (LOU), the Planning and Building Act (PBL), and construction work environment coordination (BAS P)
