Bergs and Härjedalen municipalities are now launching one of the most offensive initiatives in the inland.

With the EDGE project – Establishment and Drive in cross-border collaboration, we will build a completely new model for how small municipalities work professionally, predictably, and quickly with complex industrial and business establishments related to preparedness and the defense industry. As a senior establishment coordinator, you will be one of the key persons in the project.

Job Responsibilities

As an establishment coordinator, you are responsible for driving and coordinating the municipality's operational work in the project and linking the project's development with the municipality's real needs and processes. You will work practically to develop, test, and further develop establishment packages related to land, energy, logistics, planning status, and robustness. You will collect, ensure quality, and analyze data from various functions and actors and convert them into materials that can be used in real establishment dialogues.

You will actively participate in scenario exercises, training modules, and benchmarking, and ensure that lessons learned are implemented in the municipality's working methods. You will contribute to the development of routines and fast tracks for permit and information management. The work involves close collaboration with internal functions as well as local businesses and regional actors. You will be one of two senior establishment coordinators in the project and work closely with your colleague in the other municipality and the project manager. The team serves as the project's hub, and you will maintain close daily dialogue and drive the work forward together, regardless of geographical distances.

Qualifications

We are looking for someone with a relevant academic education, for example in urban planning, economics, or a related field. Alternatively, you have acquired equivalent competence through long and qualified professional experience. You have several years of experience in roles where you have worked with complex development, establishment, or coordination assignments. This can be within the public sector, business, or consulting – preferably at the interface between companies, authorities, and community actors. Experience in a leadership position or responsibility for projects, business development, or operational processes is an advantage, as is experience in driving work where many stakeholders need to collaborate.

You have a good understanding of issues related to land, planning, energy, logistics, or business development, and are comfortable analyzing data that contains technical, legal, or strategic components. Experience in public administration, authority processes, or politically governed organizations is a plus.

You know that smaller teams build their strength by helping each other and being flexible, and you are happy to contribute where needed for the whole to function. You can switch between operational work and strategic issues and communicate clearly with different target groups. You maintain direction, solve problems, and find ways forward even when decision paths are long.
