Procurement Officer for the Finance Department

The Municipal Executive Office is responsible for several different areas of operation. These areas include both support and assistance to other departments as well as services directed at residents and visitors. The Finance Department's mission is to provide the entire organization with professional and efficient support in the areas of finance and procurement.

The department currently has 10 employees, including two procurement officers and one purchasing coordinator. In addition to Ovanåker Municipality, you will also work with other municipalities in Hälsingland through the Procurement Cooperation Mitt.

Responsibilities

The role of a procurement officer is a varied profession that presents significant challenges but also offers many exciting opportunities. You will encounter many different types of questions and various industries. To succeed in the role of procurement officer, you need to be analytical and structured, have the ability to work independently, and possess good written and verbal communication skills. You are outgoing, good at collaborating, and you build good relationships, both internally and externally.

As a procurement officer, you will work throughout the procurement process, including analysis, preparation of procurement documents, advertising, evaluation of bids, and contract management. The role of a procurement officer means that you, in a project management role, will lead and be responsible for multiple issues and procurements simultaneously. Your task as a procurement officer is to ensure that procurements are conducted professionally, commercially, and in accordance with applicable laws, regulations, and policies. You will also be responsible for independently conducting procurements for the contracts that the municipality, its departments, and companies need.

You will work closely with the municipality's various clients and experts, and in coordinated procurements, also with representatives from other municipalities within the Procurement Cooperation Mitt. The work also involves continuous contact and dialogue with both clients and suppliers as well as other stakeholders. Other important tasks include contributing to organizational development together with other employees, spreading knowledge, and providing advice and support.

Qualifications

We are looking for someone with relevant academic education or other post-secondary education (YH education or equivalent). Good knowledge of how the Public Procurement Act (LOU) and other relevant legislation is applied in practice is essential. Experience in independently conducting procurements within the public sector is an advantage.

Experience in project management and negotiation skills are also desirable for the role. We would like you to have experience working with various systems and good proficiency in the Office suite, especially Excel. Since the position involves contract management and many points of contact, good knowledge of Swedish, both spoken and written, is important for the role.
