Part of the Community Building Administration is the Building Permit Unit; one of the units in the Environment, Planning, and Building operations. Together with building permit officers, administrators, energy and climate advisors, and team leaders, you will work for a unit that stands stable in the municipality's community building processes. Here, there are both small and large issues, from everyday matters to construction projects that shape the future. You will be part of both the operational and administrative management teams and work closely with politics, committees, and other strategic forums, both internally and externally.

RESPONSIBILITIES

As the Building Permit Manager, you are the hub of the unit and ensure quality, service, and an efficient building permit process. You lead, coach, and develop your employees in handling and in the ongoing improvement work within the administration. The role involves close collaboration with the operational manager and other unit managers, where you together lead the operations forward with a focus on accessibility, competence, service, and professional regulatory enforcement.

You will work both operationally and strategically with the unit's processes, development initiatives, and improvement projects. The assignment includes operational, budget, and personnel responsibility for 12 employees. You will also participate in matters related to committee processes and political governance, and you are expected to contribute with both a holistic view and a forward-looking perspective.

QUALIFICATIONS

We are looking for someone with an academic background in areas such as community building, land surveying, physical planning, law, or engineering. You have several years of experience working with planning and building legislation and related regulations, preferably from public service, and you are confident in leading development and change processes. Excellent knowledge of Swedish in both spoken and written form is required, as well as a B driver's license.

It is advantageous if you have leadership experience, especially if you have worked in contexts close to politics or where committee processes are involved. Experience from working with SKR's insight work is also valuable, but not a requirement.

Your personal qualities are of great importance to us, and to succeed in the role, you need to be a confident problem solver who can weigh together legal requirements, service, and efficiency. You work commercially and strategically, with an ability to understand the whole and steer towards results. You have a clear and warm communication style, build relationships easily, and create trust both within and outside the unit. At the same time, you are structured and plan for both the present and the future, always with the residents of Borlänge in focus.
