About the Job

The procurement function is located in the Business Department within the Finance area. Here is our team of about 15 colleagues consisting of procurement officers, purchasing secretaries, material consultants, and environmental strategists led by an experienced department head and strategic purchasing manager. In our team, you will find individuals with diverse backgrounds and experiences, united by our shared values of respect, commitment, collaboration, responsibility, and quality to contribute to a positive work environment. Our team offers strategic and qualified support in the procurement process, which may include needs and market analyses, preparation of procurement documentation, advertising, evaluation of received bids, contract writing, implementation, and contract follow-up. The work requires a tactical and strategic mindset as well as a high degree of business acumen, with a large part of the work being project-based.

You play a central role in guiding operations through procurement processes in a structured manner, which can often be complex, so that the operations can continue to develop and make a positive difference for the residents of Blekinge.

We are primarily looking for someone who is already a procurement officer, but also for someone who wants to take the step towards becoming a procurement officer by first becoming a purchasing secretary. The role is primarily focused on IT, such as systems, licenses, and software.

If you choose to apply for the position and start your journey as a purchasing secretary, you will receive an individual development plan where we will go through the steps together to become a procurement officer.

Requirements for Procurement Officer:

experience in qualified work as a procurement officer in the public sector
university education with a relevant focus, for example in IT, law, economics, engineering, or alternatively completed YH education in public procurement, or other relevant education and/or experience in procurement or purchasing that the employer deems equivalent
good proficiency in the Office suite
good language skills in Swedish and English, both spoken and written

It is advantageous if you have:

experience in IT procurements for systems, licenses, software, etc.
experience working with procurement systems, where the region currently uses Kommers
experience in independently leading complex projects

Requirements for Purchasing Secretary:

completed university or YH education, with a focus on purchasing/procurement
good proficiency in the Office suite
good language skills in Swedish and English, both spoken and written

It is advantageous if you have:

work experience in tactical and/or operational purchasing
experience/knowledge of public procurement

About You

To succeed in this role, we see that you are structured, analytical, and solution-focused with the ability to prioritize and see the big picture. As a person, you can make independent decisions and thrive in a varied and consultative role. In the role of procurement officer, you will handle daily contacts with internal and external partners. This requires you to have the ability to create and maintain good relationships, as well as good communication skills in the Swedish language, both spoken and written.

About Finance

Region Blekinge's organization is divided into six areas of responsibility, one of which is finance. Here are the organization's combined resources for finance, accounting, and analysis. The area also includes the business department and the ordering department for health and medical care as well as dental care. The finance area’s mission is to lead, develop, and support the organization's work in purchasing, finance, and analysis. The area has overall responsibility for processes related to planning, budgeting, follow-up, accounting, purchasing, and classification. Within the area, there is also responsibility for continuous development and implementation of common methodologies, models, and working methods within finance and purchasing.
