About the Job

Your duties as an operational buyer involve conducting procurement at an operational level based on procurement legislation. You will manage and analyze procurement needs in collaboration with the organization's orderers and carry out procurement through direct procurement, renewed competition, and call-offs from framework agreements. You will also conduct simplified procurements. The work is mainly carried out in the Swedish Tax Agency's procurement system (UBW/Agresso e-commerce) and procurement tools (Visma Tendsign) and also includes some administration.

As an operational buyer, you will work in a team-based manner and participate in category teams at various stages. You will have an advisory and supportive role to the organization's orderers based on incoming procurement needs.

The procurement unit at the Swedish Tax Agency works with category management and conducts procurements for the Swedish Tax Agency, the Enforcement Authority, the Payment Authority, and the Election Authority. The procurement work is conducted from a holistic perspective in dialogue with the organization, from needs inventory to follow-up and analysis. The procurement unit consists of about 55 employees and is divided into four sections: two sections with operational and strategic buyers, one section with analysis and governance, and one section with Sustainability and Travel.

The unit now needs to be strengthened with an additional operational buyer.

In this job, you should:

You should also have:

• post-secondary education in economics, procurement, IT, or similar
• current experience in the procurement field
• current knowledge and experience of the Public Procurement Act
• conducted direct procurements, renewed competition according to the current Public Procurement Act
• the ability to use IT tools and support systems in procurement/purchasing and e-commerce.

It is desirable that you have experience in contract follow-up and have worked on monitoring sustainability requirements.

Good to Know

The employment is permanent and begins with a six-month probationary period.

An employment with us may involve placement in a security class. A security review with a background check according to the Security Protection Act (2018:585) may therefore be conducted before a decision on employment. For some of our tasks in security class, Swedish citizenship is required.
