Project Manager for Circular Mass Management

About the Position
Örebro Municipality is working towards more sustainable mass management throughout the community building process. The position is a newly established project employment with the aim of transitioning to a permanent position. Investigations have shown that both negative environmental impact and costs can be reduced through more resource-efficient mass management. The goal of the position is to create conditions to increase the reuse of usable surplus masses and to, as far as possible, avoid excavation. Furthermore, the aim is to ensure available areas and services for mass management according to the needs of the municipal group.
Examples of Tasks:
- develop decision-making support for a municipal mass logistics center (including proposals for business and pricing models as well as ownership)
- develop and work to implement requirements for sustainable mass management in procurement
- investigate future needs for areas for sustainable mass management
- develop working methods to prevent the emergence of surplus masses with a focus on early stages in physical planning
- develop working methods and collaborations to match surplus and deficit of masses within the municipality's operations and projects
- conduct external collaboration and environmental monitoring for sustainable mass management
- convene the steering group and working groups for mass management and manage and, if necessary, develop the action plan “Masses about Masses”
- be responsible for reporting back to the Growth Agency within the project “Sustainable Mass Coordination within Örebro Municipality” and communicate results from the project to its target groups
About the Workplace
The position will be placed in the Staff within the Technical and Service Administration, which is located in Citypassagen. The role of project manager for mass management involves cross-administrative work, primarily affecting the Environmental and Urban Planning Administration and the Technical and Service Administration in the assignments related to building and maintaining infrastructure and public land. The Staff consists of specialists in areas such as environment, safety, and work environment who work as project managers and coordinators within their respective fields. Important partners will be the two existing working groups for mass management, one with operational and one with strategic focus, as well as the steering group for mass management staffed by relevant managers. The working groups currently consist of, among others, environmental specialists, development engineers, planning architects, project managers, environmental engineers, and foremen.
Qualifications
As a person, you are proactive and enjoy taking responsibility and driving work forward with the help of internal and external actors. You have good problem-solving skills and see opportunities where others see obstacles, while being able to analyze situations and make well-founded decisions. Your ability to build and maintain relationships is one of your strengths, and you easily create trust and collaborate with others. You communicate clearly in Swedish both in writing and verbally, and adapt your approach according to the recipient, making you a skilled communicator. You also have excellent planning skills and are structured, allowing you to manage multiple tasks simultaneously and deliver with high quality.

Requirements:
- relevant university degree of at least 180 credits or equivalent vocational education and/or work experience deemed equivalent by the employer
- knowledge of the construction and civil engineering industry (e.g., reference work AMA and LOU)
- experience in coordination or project management
- valid driver's license (B)
Desirable:
- knowledge of geotechnics and soil properties
- experience from contracting and execution within the construction and civil engineering sector
- experience in business and operational development
- knowledge or experience in construction logistics or logistics solutions
