Legal Secretariat, Ministry of Education

Do you have leadership experience and want to help develop a new organization for our legal secretariat? As a group manager, we offer you a stimulating role in a developing, dynamic, and socially important environment.

The Legal Secretariat at the Ministry of Education ensures that legality, consistency, and uniformity are observed in the work and is responsible for:

  • legal quality assurance,
  • legal support,
  • drafting legislative proposals,
  • preparing parts of departmental memoranda, council remits, bills, and letters to the parliament that contain legal considerations or accounts of legislation, and also participating in the formulation of such products, and
  • management of the department's regulations.

The Legal Secretariat is currently undergoing a reorganization. From autumn 2025, the secretariat will be divided into two groups led by their respective group managers under the unit manager. Each group will include about half of the secretariat's lawyers. The reorganization also means that the legal secretariat will have a partially changed role, with the responsibility for the secretariat's work clearly assigned to the unit manager and group managers. The managers at the legal secretariat will therefore be responsible, together with the managers of the department's subject units, for the review and quality of legislative matters and other issues within the department's area of responsibility, in so far as they involve legal questions. The changes in organization and working methods at the secretariat will be led and driven by the unit manager in collaboration with the group managers and other managers at the department.

The responsibility as a group manager involves leading, distributing, planning, and coordinating tasks within the relevant group at the legal secretariat, as well as developing and following up on the work. The role also includes being the principal for legal matters in cases concerning, for example, agency governance and budget, and for work where the legal secretariat provides support for management and governance in the department. The group manager has operational and personnel responsibility for the group, which consists of about 10 employees. The work is carried out in close collaboration with the unit manager, the other group manager, as well as the political leadership and other units and secretariats within the department.

Your background

We are looking for someone with a law degree (270 credits) or equivalent and who is a court of appeal or administrative court assessor, or has equivalent experience from other qualified legal work. You have solid experience working with governance and support processes in the Government Offices and experience with qualified administrative law tasks and work on issues related to security protection, operational protection, and preparedness. Leadership experience is also a requirement.

You need to have very good legal knowledge and knowledge of the legislative process, good insight into what it is like to work in a politically governed organization, and an understanding of the demands of politics. Furthermore, you need to have very good knowledge of public administration, its decision-making processes, and the processes within the EU.

It is an advantage if you have experience working in legal areas that fall within the Ministry of Education's area of responsibility and experience with agency governance. It is also advantageous if you have worked with improvement work and organizational development and if you have experience representing an organization in various contexts. Very good knowledge of Swedish and good knowledge of English are required for the position.

Your qualities

You need to have leadership ability and be able to inspire and motivate employees, contribute to a good work environment, have the ability to create participation and delegate. It is also important in this role that you see the whole picture and take into account the larger perspective. Furthermore, you need to be goal-oriented and focus on results.

We see that you have good judgment and the ability to remain stable and calm in stressful situations, you also need to be flexible and able to switch between operational and strategic work. A well-documented ability to collaborate, communicative ability, and structured ability are prerequisites for taking on the role. We place great emphasis on personal suitability.

Other

Full-time, permanent employment as a councilor or subject advisor with a fixed-term managerial appointment of five years with the possibility of extension. The employment is subject to the terms agreement. A security clearance will be conducted before a decision on employment is made.
