Your Mission

We are looking for a driven procurement officer / tactical buyer for the procurement unit at Söderhamn Municipality.

In the role of procurement officer / tactical buyer, you will be responsible for driving the entire procurement process, including the preparation of procurement documents, advertising, evaluation of bids, and contract management. You will manage several procurements simultaneously. Your task is to ensure that the procurements are conducted professionally and commercially.

You will work with both internal and external contacts as well as with other municipalities during coordinated procurements. Other important tasks include contributing to business development, internal training, and supporting the organization in procurement issues. The assignment is fun, challenging, and complex. You will be part of the procurement network within the Procurement Collaboration Mitt.

Söderhamn Municipality is in the process of implementing a category-driven approach, which will entail an even more strategic approach to purchasing.

Workplace Description

The procurement unit is responsible for coordinating and procuring the municipality's purchases, which amount to approximately 750 million SEK. The unit currently consists of 7 people who handle procurement, e-commerce, and contract follow-up. Some procurements are done jointly for the Procurement Collaboration Mitt, which includes the municipalities in Hälsingland.

In the Governance and Support sector, we coordinate work between Söderhamn Municipality's four sectors and are responsible for strategic development at an overarching level. Here, over 90 employees work on matters that are common to all within Söderhamn Municipality, such as archives, finance, procurement, IT, communication, management support, committee administration, business, security, and community building. Our work is based on citizen focus, engagement, and trust.

Your Competence

We are looking for someone with relevant education in the field and/or work experience that the employer deems equivalent. You should preferably have worked with strategic, tactical, or operational purchasing, where experience in public procurement is an advantage. You have a good command of Swedish in both speech and writing, as well as good knowledge of the Office suite. You are self-driven, can be a project leader and advisor to the organization in procurement matters. We are looking for someone with a business-oriented mindset who finds it inspiring to drive projects in the procurement area. The municipality's procurement unit is an important support function for the entire municipal group. Therefore, it is important that you are service-oriented, pedagogical, and have good communication skills. As a person, you are meticulous, driven, and analytical.
