Job Description
Kungälv is an expanding municipality that is growing rapidly, and we are now looking for an operations manager to strengthen our Planning, Land, and Development unit.
As an operations manager, you will play a key role in driving development forward and creating conditions for a high-quality detailed planning process that strengthens the municipality's future.

We within Planning, Land, and Development in Kungälv are currently an ambitious, engaged, and cheerful team of about 30 people. Those of us working in the unit are urban planners, community planners, comprehensive planners, as well as land and development engineers, landscape architects, and municipal ecologists. The team spirit is strong, and we all take responsibility for and contribute to delivering on our assignments and constantly developing professionally in various ways – and having fun while doing it!
We are looking for someone who has worked for at least 5 years with detailed planning or project management within physical planning and wants to take the next step, as well as have the opportunity to shape your own role!
Responsibilities
In the role of operations manager, you are a central link in the work of developing the detailed planning process. You will work to ensure and improve the quality of the processes, lead and motivate workgroups, and contribute to a strategic development of the operations. Your work will be in close collaboration with the unit manager, urban planners, and other key roles within the municipality. The role involves many internal collaboration forums and dialogue but may also involve external contacts with both the public and the business community as well as participation in political contexts to present and anchor the work within physical planning.

You are structured, which means you plan, organize, and prioritize your work effectively, independently, and sustainably to solve problems and achieve set goals. You enjoy working both independently and in a group, are happy to support your colleagues, and function well in interaction with both internal and external actors. You also need to be good at taking your own initiatives and driving your tasks, where you both seek and share your knowledge. We place great importance on personal qualities.
In your assignment, you will among other things:
- Lead and coordinate the work within the detailed planning process to ensure quality and efficiency in the processes and be responsible for operational development of processes and routines.
- Contribute to improving and optimizing work processes and coordination within the unit.
- Support the unit manager in planning-related issues.
- Ensure that the detailed planning work follows the municipality's strategic goals and priorities.
- Work on training and competence development for employees.
- Coordinate referrals related to planning issues and contribute to effective communication and collaboration with other units within the municipality.
- Function as a strategic link between planning and implementation of detailed plans.
- Drive and participate in projects within the community building process.
Qualifications
- Degree in physical planning or other education deemed equivalent by the employer.
- Solid and several years of professional experience in detailed planning or project management within physical planning with responsibility for community development projects within the municipality, state, or equivalent position in the private sector.
- A broad understanding of the municipal community building process and the importance of representation and coordination.
- Experience in detailed planning work, preferably in complex contexts.
- Good knowledge of the Planning and Building Act (PBL), the authority process, and the possibilities and limitations of detailed planning work.
- Experience in operational development, digitization, and quality work.
- Ability to work in a structured and solution-oriented manner, both independently and in a group.
- Good communication skills in both spoken and written form.
- Experience in leading workgroups.
- High IT maturity and familiarity with administrative systems.
- Driving license B.
Meritorious:
- Education and very good knowledge and experience in one or more of the following areas: project management, responsibility for project economy and financial follow-up, as well as the municipality's responsibilities, scope of action, and authority exercise.
- Experience or interest in leading and developing operational areas in collaboration with others.
- Experience or interest in working with resource allocation and prioritization of projects.
- Experience or interest in political processes and strategic planning.
