The Health and Elderly Administration in Borås City works towards the goal that both younger and older residents in need of care, support, and services, as well as health care and preventive health work, should have a good life every day. The administration consists of over 2,500 employees, including about 80 managers, and is responsible for a net budget of 1.6 billion.

The finance function at the Health and Elderly Administration consists of eight employees who work with budgeting and budget follow-up, accounting, year-end closing, resource allocation, purchasing, local coordination, and other ongoing assignments.
As a purchasing controller with us, you will have a developing and meaningful job where you have significant influence over the Health and Elderly Administration's handling of purchases. The position is newly established, providing a great opportunity to influence its design.
The position is based at Ramnåsgatan in Borås, close to both the city center, the scenic park area by Ramnasjön, and the station with bus and train connections.
Purchasing Controller
Job Responsibilities
The work as a purchasing controller with us means being the administration's specialist in procurement and purchasing issues and leading the administration's operations towards legal compliance and effective and sustainable purchases. The work will be carried out in close collaboration with administrators and managers.
You will be the administration's contact person within the city regarding procurement and purchasing issues, as well as our internal support for renewed competitive bidding and direct procurements, and disseminate and anchor agreements within the administration.
You will work to develop and ensure our purchasing process and educate us in purchasing and procurement issues. You will actively work on improvement efforts and internal control related to purchases. You are expected to work both independently and in collaboration with colleagues to develop materials for planning and follow-up of operations, as well as propose measures and drive routine and operational development within your area of work. Participating in and developing internal processes and working methods is part of the job.
We believe that you want to handle tasks of varying complexity and content, as different types of administrative tasks may occur. You report to the head of the finance function.

Qualifications
You who are applying to us have post-secondary education in purchasing/procurement or a university degree in economics or other education that the employer deems equivalent. You have good knowledge of the Public Procurement Act (LoU) and the regulations that apply to purchases/orders on framework agreements. It is an advantage if you have previously worked independently in the purchasing and procurement area and have experience working in public operations.
You possess the ability to convey information effectively both orally and in writing and adapt your communication based on the situation and the recipient. You work attentively and outwardly in collaboration with relevant individuals, making it easy for you to cooperate with all types of personalities. To achieve common goals, you work effectively and independently within the framework of your assignment.
You have a very good analytical ability and are used to working with and prioritizing multiple tasks simultaneously. You take great responsibility for your tasks, work in a structured manner, and drive the work forward.
