Business Controller at the City Office of Malmö

Job Responsibilities

The City Office of Malmö is seeking a business controller for the internal governance and management work of the administration towards the municipal executive board. The position is located in the finance and development unit within the department of internal management and support – a department that works to create conditions for the City Office's managers, employees, and operations to focus on their assignments and achieve results.

In the role of business controller, you will drive and support, in collaboration with other functions, the administration's internal work with operational planning, goal management, and internal control, as well as related follow-up. With an overall view of the administration's combined assignments and development, you will work together with all operations within the administration and support management with sound decision-making materials. You will also prepare planning and follow-up documents for the board. You play an important role in quality assurance and development of the administration's operations.

As a process leader for the City Office's planning and follow-up process, you will continuously work to improve the process and develop methods for implementation, as well as follow up on results and quality in the process.

As a business controller, you will lead, either alone or together with others, working groups and networks related to the assignment. Various investigation and preparation work may also occur.

Qualifications

We are looking for someone with an academic degree equivalent to 180 credits, in social sciences such as political science or public administration, or another academic degree that the employer deems relevant for the position. If you have a foreign bachelor's degree in corresponding fields, it may also be relevant, provided it is validated. Documented training in process management is an advantage.

You have at least three years of relevant work experience in a similar role, such as business controller, where you have worked with systematic quality work, planning, and follow-up within a politically governed organization. You also need a couple of years of work experience in process management where you have led working groups within the framework of processes/projects. Experience in change management or process mapping and/or process development is an advantage.

To thrive in the role, you have a good ability to see the big picture and understand how your contribution affects the whole. You are structured and good at planning and prioritizing. With your analytical skills, you gather and sort relevant information to support decision-making. At the same time, you are creative and contribute innovative ideas that can be implemented in practice. You collaborate well with others, are communicative, and ensure that messages are conveyed, expectations are clear, and you remind and follow up as needed.

The role includes communicating with various stakeholders and drafting reports and decision-making materials. Therefore, it is important that you have a very good ability to express yourself in Swedish, both orally and in writing, and have good knowledge of working in the Office suite or equivalent. Experience working in planning and follow-up tools such as Stratsys, case management systems like Platina, or experience working in process tools is an advantage.

About the Workplace

The internal finance and development unit of the City Office belongs to the department of Internal Management and Support. The finance and development unit works with governance, management, and support processes within finance, goal management, and follow-up.

The City Office directs, challenges, and strengthens the development capacity of the organization, the city, and the region. We are the administration of the municipal executive board and work with a holistic perspective close to the city's management. The City Office consists of seven different departments and has approximately 300 employees. Our departments work across a wide range of areas, and the administration has many employees with high specialist competence.
