Finance Department
The Finance Department consists of four units and a staff and is responsible for shaping the authority's operations in the field of finance. This means that the department is responsible for the authority's financial management, accounting, payments, and reimbursements, and has coordination responsibility for work against incorrect payments, subsidy fraud, and fraud.
Mission of the Financial Management Unit
The Financial Management Unit has an overarching responsibility to provide competent support in financial management issues to the Swedish Public Employment Service's budget-responsible managers and to the agency's management. The unit's deliveries contribute to effective resource utilization and development towards greater uniformity.
We are now looking for a business controller with a focus on IT for one of the sections within the financial management unit. The section currently consists of ten employees who are responsible for providing controller support to the Direct business area, which has primary responsibility for the authority's digital customer channels and customer service, the IT department, and other departments at the headquarters such as Communication and HR. This position is primarily aimed at the IT department.
Job Description
The work is performed with a high degree of independence and mainly involves budgeting, follow-up, analysis, and forecasting. You will report and analyze outcomes to budget-responsible managers and support management teams with financial follow-up, analysis, and advice. The tasks also include supporting the operations in matters related to benefits and benefit realizations, intangible assessments of development initiatives, and the preparation of various financial decision-making materials.
As we work on a task related to cost allocation and time reporting that connects to our new financial model, we would like you to be interested in these issues (business development, processes, and efficiency).
To succeed in the role, we hope you are curious, proactive, and someone who appreciates the opportunity to develop new working methods together with the team and the organization. You should thrive in a changing environment. The work requires very good communication skills in both written reports and presentations as well as in oral presentations. You need to be used to working closely with the operations and building relationships. Good pedagogical ability and a consultative approach are important qualities.
Our Offer
The position is a permanent full-time employment that may start with a six-month probationary period. The place of employment is Solna.

Basic Requirements for the Position
- Academic degree in economics 180 credits (120 points according to the previous system) with a focus on accounting or another focus deemed appropriate by the employer
- Experience in financial management in a government agency or other larger organization
- Experience in IT investments and financing issues, especially related to intangible assessments of investment initiatives
- Experience with the technology business management (TBM) framework for IT costs
- Experience in project management and the ability to independently drive and lead others in various types of change initiatives.
Other Qualifications for the Position
- Experience in developing calculations (business cases) and effect and benefit calculations
- Experience in system development and portfolio management
- Experience with the Raindance business system
- Experience with the Mercur planning tool
- Experience with the Qliksense reporting tool
