The Swedish Civil Contingencies Agency (MSB) is the leading, guiding, and coordinating authority in the civil defence. We ensure that society is prepared for crisis, high alert, and war.

The Procurement Unit is expanding, and we are now looking for a Procurement Specialist for Goods and Services. This is a role for you who want to work with qualified and socially important procurement in a complex and developing environment where requirements for security, robustness, and quality are high.
Your Responsibilities
As a procurement specialist with us, you are responsible for planning, leading, and conducting qualified procurement of goods and services. If necessary, you should also be able to conduct direct procurement and renewed competitive tendering.
You drive the entire procurement process – from needs analysis to contract follow-up. The work is often carried out in close collaboration with the operations and other key functions within the agency.
You work independently in close collaboration with managers and employees throughout the agency. The role also includes driving improvement work and development issues within the area of responsibility, as well as contributing to the unit's joint development.
Together with your colleagues, you work on developing, streamlining, and quality-assuring the agency's purchasing process. You also provide support and advice to the operations on procurement matters.
Your Knowledge and Competencies
We are looking for someone who has:
- An academic degree in law, economics, or another relevant area, or a vocational higher education (YH/KY) within public procurement, or other education or experience that we consider equivalent.
- At least three years of practical experience as a procurement specialist within public procurement.
- Several years of experience in independently driving procurement processes.
- Experience working closely with operations and translating operational/technical needs into procurement requirements.
- Good knowledge of the Public Procurement Act (LOU).
- Very good ability to express yourself in speech and writing in Swedish and English.
It is meritorious if you have:
- Experience with the Act on Procurement in the Defence and Security Area (LUFS).
- Experience in supplier management and negotiation.
- Knowledge of different types of procurement procedures.
- Experience working with information security in procurement.
- Experience in contract follow-up.
- Experience conducting procurement in English.
- Knowledge of procurement tools, e.g., e-Avrop.
- Knowledge of preparedness issues.
- Experience in construction procurement.

About the Position
We offer a permanent full-time position with an initial probationary period.
The location is Karlstad or Stockholm. Travel in the service occurs.
The majority of our positions involve placement in a security class. Swedish citizenship is usually required. In the event of placement in a security class, a security investigation with register check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.
About Us
The Procurement Unit is a central function at the agency that both supports and steers the entire agency within the purchasing process. The unit's task is to steer, develop, manage, and follow up the agency's work with procurement and contract management. Furthermore, it includes directing and driving the agency's procurement work and developing and managing associated system support, processes, and routines, as well as methods for following up on contracts and suppliers. The Procurement Unit is divided into teams. The unit is led by the agency's Procurement Manager.
