The HR Department at the City Administration Office is the municipality's strategic and operational function for overarching employer issues. We are responsible for ensuring that personnel policy is known and uniformly applied throughout the organization. Our department leads, coordinates, and follows up on work related to competence supply, leadership development, working environment, health, employment law, wage formation, as well as salary and pension administration. In total, we are approximately 90 employees who together provide support to the political leadership and the municipality's administrations. The work is carried out in close collaboration with the operations and the trade union organizations.
We are now looking for two sharp negotiators to join our team within negotiation and employment law!
Employment Information
In one of the positions, we are looking for you who have a particular interest in wage formation. Our most senior negotiator in this area has a couple of years left before it is time to hand over the baton. We therefore want to ensure a strong, long-term, and sustainable transfer of competence.
In the other position, which is an expansion of our team, we are looking for you who want to work broadly across the entire area of negotiation and employment law.
Both positions are permanent full-time positions. Our workplace is located at City Hall in Umeå. Start date according to agreement. In the application form, you will have the opportunity to specify which of the positions you are interested in.
Your Responsibilities
As a negotiator with us, you work both strategically and operationally with, among other things, developing collective agreement and negotiation work, driving development processes at a strategic level, and consulting colleagues on individual personnel matters. An important part of the assignment is to build and maintain collaborative relationships with colleagues and trade union organizations. You contribute to a good collaborative climate and are a valued colleague who strengthens colleagues' competence in employment law and employer issues.
The assignment includes being involved in all of the team's areas of responsibility and focus. This includes, among other things:
- Providing qualified advice within employment law and agreement issues.
- Conducting interest and dispute negotiations.
- At the request of the Municipal Executive Board and the Personnel Committee, conduct investigations and, where appropriate, assist as an adjoint expert competence in complex investigations.
- Contribute to the development of working methods together with the administrations' HR functions.
As a negotiator, an important part is to educate, qualify, and consult colleagues, as well as to work with target-group-adapted communication. A strategic assignment is to develop processes, routines, and system support that make it easy to understand and work with our processes.
As a negotiator with a focus on wage formation, in addition to the above responsibilities, you have a responsibility to drive, develop, and manage Umeå Municipality's wage formation and salary policy. Together with colleagues and management, you are responsible for making strategic analyses of the current situation and desired changes to create an objective and appropriate salary structure that supports the operation's long-term competence supply.
The role involves planning and carrying out activities within the wage formation area with a high degree of independence and responsibility. Important activities include, among other things, leading and coordinating the work with Umeå Municipality's annual salary review, job evaluation, salary mapping, and position management. Together with your closest colleagues, you are responsible for making analyses and forecasts and preparing proposals for salary increase space and long-term salary investments. Another important part of your work is to coordinate and support the wage formation work between the administrations to secure a common salary policy. Together with your closest colleagues, you will lead and support the party work within the wage formation area.
About You
We are looking for you who have:
- Relevant higher education in HR or other education that the employer considers equivalent.
- Experience of trade union party work and negotiation.
- Experience/ability to interpret, apply, and design collective agreements.
- Experience of providing qualified employment law advice and giving recommendations in complex issues.
- Experience of leading and coordinating larger, organization-wide processes.
- Good knowledge of Swedish, both in speech and writing.
If you are applying for the role within wage formation, you also have:
- Experience of wage formation work in a larger organization.
- Experience of analysis work, both of internal and external data.
- Knowledge of job evaluation and salary mapping.
- Experience and are a proficient user of Excel.
Desirable for these positions is if you have an advanced education in employment law as well as experience from the public sector and work in a politically governed organization.
