The City Management Office has an overarching mandate to lead, develop, and coordinate the city's joint efforts. We drive strategic issues, create conditions for the entire organization to function efficiently, and provide support and services to the municipal executive board, administrations, and companies. Through close collaboration with both internal and external actors, we contribute to developing Helsingborg and making it easier for employees, residents, and businesses to succeed.

The growth potential within preparedness and civil defense is significant, and the sector is in an expansive and formative phase. To achieve full effect, strong and long-term collaboration between the city, business sector, academia, and authorities is required. We are now looking for you who want to help build, drive, and accelerate the development of the preparedness sector in Helsingborg.

The role involves attracting, enabling, and developing investments and establishments at the intersection of business development and needs within defense, preparedness, societal resilience, and dual-use. The assignment includes strategic collaboration with academic actors, particularly Lund University and the Lund University Centre for Preparedness and Resilience (LUPREP), to strengthen the link between research, innovation, and business establishments.

The mission is to strengthen Helsingborg's position as an attractive place for companies, investments, and innovations linked to defense-related, preparedness-relevant, and societally critical activities. The role operates in the borderland between business, the public sector, academia, and defense- and preparedness-related actors, with a clear focus on business benefit, growth, and long-term societal development.

Job Responsibilities

In the role, you will:

• Develop and drive strategies for establishment, investment, and market positioning within defense, preparedness, and societally critical industries
• Attract, manage, and execute investment and establishment processes – from initial contact to completed establishment
• Identify and develop business and investment opportunities at the intersection of business, defense, and preparedness
• Pack and communicate Helsingborg's offer regarding land, infrastructure, competence, collaboration, and test environments to relevant companies and investors
• Drive collaboration with the city's administrations, companies, property owners, business sector, and academia, particularly Lund University and LUPREP, to strengthen establishments, innovation, and competence supply
• Build and develop networks with companies, investors, authorities, and other actors at local, national, and international levels
• Contribute to the development of land and areas for defense-related and preparedness-relevant activities, as well as follow and analyze trends in the field
• Produce strategic analyses and decision support materials for prioritization and long-term development

Qualifications

We are looking for you who have:

• An academic degree in fields such as economics, urban planning, political science, defense, industrial economics, or equivalent
• At least 5 years of documented experience in promotion of establishment and investment
• Experience working with defense, preparedness, or societally critical activities from a growth, business, or investment perspective
• Good understanding of business investment logic and public decision-making processes
• At least 5 years of experience driving complex processes with many stakeholders and different drivers
• Strong business and communication skills, as well as good ability to express yourself in Swedish and English, both orally and in writing

It is meritorious if you have:

• Networks within the preparedness and defense sector
• Experience of collaboration between the public sector, business, and state actors
• Knowledge of land, property, and infrastructure-heavy establishments
• Experience with international investor relations
