The Swedish Coast Guard is a civilian state authority that monitors Sweden's coastline and large lakes around the clock. With our maritime capabilities, we are a central operational actor in the maritime environment. We have a unique mission within the total defense, where we have tasks within both civilian defense and, under certain conditions, also within military defense. Our mission includes sea surveillance, law enforcement, crime prevention, and environmental readiness at sea. By continuously collecting and sharing sea information with other authorities, we create a civilian sea picture that is crucial for both crisis preparedness and security in the maritime environment.

Our ships and aircraft constantly conduct sea surveillance, and we can act quickly in the event of threats of criminality, emergencies, accidents, or threats to maritime safety. The Swedish Coast Guard combines this surveillance with readiness for rescue and environmental rescue services at sea. This strengthens society's ability to prevent incidents and, if something happens, to handle and restore order and security in the maritime environment.

Description

The Procurement and Tendering Unit is a partially newly established and strengthened unit within the Swedish Coast Guard and belongs to the Personnel and Economics Department. The Personnel and Economics Department has the overall responsibility within the authority regarding issues concerning personnel, payroll, economics, procurement, and basic and further education.

The Procurement and Tendering Unit, in turn, has the task of carrying out tenders and purchases as well as providing support and advice on purchasing and contract issues related to tenders. Our mission also includes following up on contracts and developing the authority's e-commerce.

The unit currently consists of nine employees in the roles of tendering specialist, contract controller, purchaser, and e-commerce manager. The unit is in an expansive phase and will ultimately consist of eleven employees located in Karlskrona. We are a good team that enjoys working together and supports each other in our work.

Responsibilities

As a tendering specialist at the Swedish Coast Guard, you will work with strategic purchasing and be responsible for planning, leading, and conducting tenders and renewed competitive procedures. You should be able to take overall purchasing category responsibility within one or more categories/subcategories. The position also includes managing contracts in close cooperation with all operations, where you initiate and maintain contacts with internal and external stakeholders throughout the contract's entire lifecycle.

The work is based on the fact that tenders are carried out in accordance with current legislation, in a business-like and efficient manner with a focus on what creates added value for the Swedish Coast Guard's core operations. To achieve the unit's goals, you, together with your colleagues, drive the work to develop, streamline, and ensure legal certainty in the authority's purchasing.

The work is carried out both independently and in close cooperation with colleagues in the unit and other operations within the authority. The position also includes conducting internal training on the authority's tendering and purchasing procedures.

Qualifications

  • Relevant academic degree or completed university college education in public procurement.
  • You have current experience of qualified work in the role of tendering specialist/purchaser.
  • You have good knowledge of the Public Procurement Act (LOU) and have practically carried out tasks in all phases of tenders such as planning, tender documents, advertising, evaluation, award, and contract signing.
  • You should have worked in a tendering system such as, for example, Tendsign.

We are looking for you who are pedagogical and have an easy time communicating in speech and writing, in both Swedish and English, with both internal and external partners. Furthermore, you appreciate close contacts and good cooperation with your colleagues. You are development-oriented within your area and structured and meticulous.

In the recruitment process, we place great emphasis on personal qualities. As part of the selection process, tests may be used.

Conditions

The position is a permanent employment with an initial six-month probationary period, with start date according to agreement.

For employment, Swedish citizenship, a driver's license for a passenger car, a drug test, and a security check according to the Security Protection Act are required.

The Swedish Coast Guard participates in foreign missions and international efforts. Therefore, the employment includes an obligation to serve abroad in cases where it is required for the operations.

With permanent employment, there is also an obligation to be placed in wartime positions.
