Job Description

Do you want to influence an important societal task where you work on preparing individuals to approach the open labor market? The City Environment and Health Administration is now looking for a Unit Manager for the Labor Market business area.

The Labor Market business area carries out work rehabilitation measures with the aim of increasing the prerequisites for employment within the open labor market for participants who are granted various types of labor market support measures. This means preparing participants from a salutogenic perspective, where the work is adapted to the needs and prerequisites of the target groups. Participants work on practical tasks that are of a quality-enhancing nature and without speed requirements. The practical tasks are primarily within park maintenance, nature care, carpentry, cleaning, and similar activities. Overall, the assignments aim to strengthen the individual's development, health, and sense of coherence, as well as provide better prerequisites for approaching the regular labor market or studies.

We currently have approximately 45 employees in the department, where you will become one of four unit managers who work closely together. The operations are divided into approximately 20 work teams, each with a team leader, and we have approximately 200 people involved in various labor market measures.

In your role as Unit Manager, you are responsible for operational planning together with your colleagues, you lead the team leaders, and you maintain the overall picture of the operations regarding the work-oriented rehabilitation of participants. As a Unit Manager, you plan together with your team leaders and our cooperation partners at the Labor Market and Adult Education Administration, who are the employers of the workers. You also have regular check-ins with our various cooperation partners who, among other things, provide the tasks performed in the operations.

Furthermore, in your role as Unit Manager, you have personnel, work environment, and operational responsibility, and you ensure that the unit carries out its assignment within established frameworks within the operations. This means that you continuously follow up on the operations to ensure that the administration's processes and routines, as well as current legislation, are followed. The role involves many contact surfaces with different stakeholders such as clients and participants. In the role, you are expected to contribute to the development of the entire operation together with your fellow managers, where you are responsible for various projects within the operations. It is a complex operation that requires commitment, patience, and trust.

Qualifications

We are looking for you who have:

• A Bachelor's degree or education that the employer deems relevant
• Experience of working at a leadership or management level
• Experience in coaching
• Valid driver's license (Category B)
• Good IT skills

Meritorious

• Professional experience within the labor market area
• Knowledge/experience of labor market measures and rehabilitation, preferably with target groups with different types of functional variations and target groups in need of language training
• Knowledge/experience of infrastructure, green maintenance, or other technical work

You are flexible in your working method, both at the management level between fellow managers and in operational management. You drive your work well and have the ability to create momentum in issues and implementation.

As a manager, you are receptive, trustworthy, and spend a lot of time creating trust. You value your colleagues and employees and understand that without them, neither you nor the unit will succeed in their assignment. You are skilled in your way of communicating, which is necessary as the role requires many contact surfaces.

At the moment, the operations are in an exciting development phase with new opportunities and assignments, and your role as part of the management group for the Labor Market business area will be to both drive and manage various development issues for the operations.
