As a procurement specialist at the Municipal Executive Office in Halmstad Municipality, you will play a key role in creating sustainable, business-oriented, and legally secure purchases. You will become part of a development-focused unit where collaboration, competence development, and innovation are in focus. Here, you will have the opportunity to lead your own procurements, develop contract relationships, and contribute to the municipality's continued development.

Your responsibilities

As a procurement specialist, you are responsible for procuring goods and services according to the Public Procurement Act (LOU). You are also the contract manager for several category areas, where contract follow-up and development are important parts of the assignment.

We are looking for three procurement specialists. The positions are focused on goods and services, but may also involve construction and IT. The municipality also works with coordinated goods distribution and e-commerce, which will impact the role of the procurement specialist.

You work closely with the municipality's operations and subsidiary companies and have support from lawyers, sustainability developers, and contract controllers. In the role, you will among other things:

  • Conduct municipality-wide procurements from needs analysis to contract signing.
  • Be responsible for contract management and contract follow-up.
  • Build and develop relationships with operations and suppliers.
  • Provide advice and support in procurement and purchasing matters.
  • Participate in collaboration forums and joint procurements.
  • Participate in the development of category-driven working methods, purchasing processes, and digital solutions.

The role combines strategic work with operational execution and offers the opportunity to influence the municipal group's business and working methods.

Your qualifications

We are looking for you who are business-minded and service-oriented, with the ability to create value for the operations and meet needs in a solution-oriented way. You collaborate well with others, share knowledge, and build good relationships. At the same time, you are flexible, adapt to changed conditions, and see opportunities for development and improvement. We place great emphasis on personal suitability.

Requirements

  • University or college education in areas such as procurement, economics, law, or technology, or alternatively a vocational higher education (YH) in purchasing and public procurement, or other education assessed as equivalent by the employer. Equivalent work experience may also be assessed as equivalent.
  • Experience of procurement according to LOU or LUF.
  • Good computer skills.
  • Good ability to express yourself in Swedish, both orally and in writing.

Merits

Experience of:

  • Procurement within food.
  • Procurement within construction and/or IT.
  • E-commerce and digital purchasing processes.
  • Coordinated goods distribution.
  • Procurement tools, preferably e-Avrop.
