The Municipal Executive Office is responsible for the leadership and coordination of all municipal operations.

We are on a journey of change within public procurement and are looking for you who want to help drive this development forward. We are currently implementing a new, modern procurement system where we gain access to new AI tools at a rapid pace. We are also introducing and establishing e-commerce, and are making a major investment in developing working methods, roles, and competence.

On the procurement unit, we are eleven dedicated employees in various roles, such as buyers and purchasers. The procurement unit also supports several neighboring municipalities in procurement, and together we are building a modern and business-oriented purchasing organization supported by the latest technology. We have our workplace centrally located in Karlskoga, with proximity to both free car parking and a bus stop (Örebro/Karlstad). We offer the possibility of remote work for part of the working hours.

The administration includes several supporting and steering functions such as HR, communication, finance, and IT.

Responsibilities

As a purchaser, you will be responsible, both independently and as part of a team, for the entire procurement process, from the initial needs analysis and discussions with the client to the drafting and follow-up of contracts, all with a clear operational and business focus. The procurements are varied and cover many exciting and interesting areas, such as goods, services, and construction.

The responsibilities also include supporting and guiding the municipality's clients in purchasing, procurement, and contract matters, participating in information and training efforts, and performing other common tasks within purchasing and procurement.

Qualifications

We are looking for you who are digitally skilled, engaged, and innovative, and who welcome change. It is of great importance that you dare to think new and use future digital tools to make smart and sustainable business decisions, and actively participate in our development work. Otherwise, you are as a person cooperative, structured, creative, and analytical.

You have a post-secondary education in purchasing, economics, law, or another relevant direction, or you have corresponding competence through longer work experience in purchasing. In addition, you need to be able to express yourself well in speech and writing in Swedish.

As the municipality's representative towards suppliers, you have a business-ethical and impartial approach. It is natural that you have a genuine interest in purchasing and procurement issues, and we value personal suitability highly.

We see it as meritorious if you have experience of:

  • Structuring and visualizing data, for example through Power BI
  • Strategic purchasing
  • Project management or change management
  • Public procurement
  • Driving change work with the help of AI

Employment Terms

Employment type: Permanent position.
Duration: Permanent, Start date: Start date by agreement.

The position requires that you submit a certificate of good conduct from the police's criminal record register. You must request the certificate yourself from the Swedish Police Authority using the form "Extract from the criminal record register" in the form archive from the police's website.
