The Municipal Executive Office leads and coordinates the municipality's overarching functions. Everything from finance to HR, IT, development and digitalization, legal, communication, and business development. This means that we create the conditions for the municipality's operations – both political bodies and other departments – to offer the best possible service. We do this with strategic leadership, collaborations, and a strive for continuous development.
About the position
As Head of Operations for the new development and digitalization department, you will have a central and strategic role in Mölndal Municipality's development work. You have overall responsibility for leading and coordinating the municipality's work within development, sustainability, digitalization, and data-driven working methods, with a clear focus on operational benefit and the resident perspective. The assignment ultimately concerns strengthening the municipality's long-term ability to develop, adapt, and meet future challenges.
In this role, which is new to the city, you build and lead the department consisting of the development unit and the systems unit. The position is organized within the Municipal Executive Office, which is led by the Deputy City Manager. You have direct personnel responsibility for nine employees within the development unit as well as for the head of the systems unit, with overall responsibility for the whole. The assignment combines strategic leadership with operational responsibility, where you create momentum, establish clear ways of working, and build a culture characterized by collaboration, trust, and results.
You are the process owner for development and digitalization work at an overarching level and have close collaboration with the municipality's departments and companies. You are responsible for ensuring that resources are used where they create the greatest benefit and contribute to development initiatives being carried out in a coordinated manner with a focus on results.
Furthermore, you are responsible for the municipality's common business systems within HR and finance, including administration, procurement, and supplier management. You are also responsible for coordinating and following up on cross-sectoral development areas such as social and ecological sustainability, Agenda 2030, public health, and crime prevention work.
The assignment involves close collaboration with, among others, the IT department, departments, and companies.
You are part of the Municipal Executive Office's management group and participate in the City Manager's management group and the group management as needed. Your profile
We are looking for you who have solid experience in leading development and change work in large organizations, as well as relevant academic education. You have a good understanding of how digitalization and data-driven working methods can function as enablers for operational development and have the ability to translate strategic ambitions into concrete and sustainable results.
You have experience of working in larger organizations and several years of experience as a manager. Experience from the public sector and politically governed operations is meritorious.
To succeed in the role, you are a secure, clear, and action-oriented leader with strong execution ability. You have a pronounced holistic perspective and understand the interaction between operations, technology, and the needs of residents. You are driven by creating real benefit and see the value of development taking place close to the operations.
You understand complex contexts and have the ability to prioritize, structure, create direction, and drive the work forward even when conditions change. Through an inclusive and communicative working method, you build trust, create engagement, and make others want to contribute. At the same time, you are sensitive to the needs of operations, residents, and business life. You have the courage to challenge existing ways of working, drive change, and thrive in a role with both strategic and operational responsibility.
