Responsibilities

In the role of County Councilor (Länsråd), you act as the deputy to the County Governor. Together, you lead the internal work of developing the organization. As County Councilor, you work to ensure the organization can meet future demands for an efficient, modern, and flexible authority. This requires an understanding of daily operations, engaged operational and strategic leadership, and good relationships within the county. This is a role for you with a broad societal interest who wants to develop both the County Administrative Board of Kalmar County and Kalmar County as a whole. Together with our County Governor, Allan Widman, you represent the state and the authority, serving as the highest leadership of the authority.

The operations of the County Administrative Board are financed by the government's annual regulatory letter. The County Councilor plays a crucial role in ensuring that the budget is maintained and that operations are driven efficiently and with a focus on results. In close collaboration with the County Governor, decisions are made after joint discussion and analysis of various decision materials. You are expected to be well-informed, active, and constructive, keeping the big picture in mind. Based on your experience and high integrity, you express your opinions and, when necessary, make bold and clear decisions that align with the authority's mandate.

The role of County Councilor involves extensive collaboration with other stakeholders in the county, such as municipalities, regions, business organizations, civil society, and other state authorities. Together with the County Councilors in other counties, you are part of a network where much of the coordination between counties takes place.

Qualifications

You have several years of experience leading an organization with broad, diversified, and complex operations. You have extensive experience working strategically and analytically, as well as leading qualified development work within the framework of the state's values. The ability to make decisions, create structure, and ensure a holistic perspective within the authority is important for this position.

You have extensive experience leading managers, a genuine interest in people, and a desire to be a good leader. You are confident in your role and can motivate, listen to, and utilize the competence of employees and the organization. Your experience with trust-based leadership leads to trusting relationships, and you provide your employees with the right conditions to make decisions independently. You have strong integrity, and through your inspiring leadership, you create a good work environment and a sense of involvement in the organization.

Requirements:

• Experience leading in a large organization
• Extensive experience leading managers
• Experience in strategic management group work
• Relevant academic degree
• Experience in external collaboration
• Good communication skills in both speech and writing
• Proficiency in English in both speech and writing
• Experience in change management in a large organization

Conditions

The position is located at the County Administrative Board's office on Kvarnholmen in Kalmar. Some travel within and outside the county is required. Before employment, you will undergo a security clearance. The appointment as County Councilor is decided by the government upon notification by the County Governor. The County Councilor is typically appointed for a term of 5 years with the possibility of extension and is combined with a permanent employment at the County Administrative Board. As an employee here, you will be assigned to wartime duties at the County Administrative Board of Kalmar County.
