Do you have extensive experience in having comprehensive coordination responsibility for security in a smaller organization and a broad profile within the entire security area? Do you have a risk-based approach to prioritizing the measures that need to be taken to ensure a well-balanced protection level for IT security, information security, and physical security?
Do you want to work in an organization that is taking big steps to give people better opportunities for education, development, and exchanges both nationally and internationally?
We are now looking for a Security Manager for the Swedish Council for University and University College (UHR).
The Swedish Council for University and University College, UHR, is a government agency with a broad mandate within the education sector. Our vision is education, exchange, and development - for everyone who wants to move forward. The agency is driving a digital transformation where the focus is on strengthening our external digital service delivery to the education sector and increasing our ability to work in a needs-driven manner. We also focus on our internal digitalization.
The agency is accelerating systematic security work in line with the increased security requirements and threat landscapes in society at large. Procedures for reporting and documentation need to be strengthened, and the organization has a growing need for support regarding risk and security analyses.
What you will do/be responsible for
As Security Manager, you have overall coordination responsibility for the agency's total security. You report to the Security Director and work closely with the Information Security Specialist, IT Security Specialist, and Physical Security Coordinator, where you ensure that the agency's total security protection is at a satisfactory level. You identify future-proof solutions to the security challenges that you help the organization identify. The role also includes coordinating continuity planning and ensuring that procedures for crisis management are established. Examples of tasks include:
- Identify and analyze potential security threats and vulnerabilities
- Assess and manage the organization's security risks
- Ensure that security solutions for, among other things, premises security and cyber security provide adequate protection
- Develop and update security guidelines and procedures and ensure compliance
- Educate employees and managers about security risks and contribute to increasing security awareness in the agency
- Monitor the security landscape and proactively work to improve the agency's security profile
Other tasks may also occur as it is a relatively small organization where there is sometimes a need to be helpful in areas within the unit and department that extend beyond the daily role. Furthermore, the organization is in a growth phase where there is an opportunity to contribute competence and experience outside one's own group.
Who you are
You have:
- An academic degree or post-secondary education in e.g., security and risk management, or relevant work experience that the employer considers equivalent.
- At least 5 years of experience leading, driving, and following up on security work and risk management
- At least 5 years of experience working independently and in collaboration with others based on applied guidelines and practices
- At least 5 years of experience producing materials (e.g., steering documents and guidelines) and conducting qualified analyses to improve internal governance and control of the organization
- Several years of experience handling security incidents
- Very good ability for business-adapted practical application of security solutions
- Good knowledge of laws, regulations, and frameworks for IT and information security such as CIS Controls and ISO 27001
- Good knowledge of and experience in establishing procedures for effective continuity planning
- Experience in identifying threat landscapes and making adequate risk assessments
- Very good ability for proactivity, holistic view, flexibility, and collaboration.
- Very good knowledge of Swedish and English, both spoken and written
It is meritorious if you have:
- Certifications within the security area (IT, cyber, information, and physical security)
- Experience from the public sector
To function well in the role of Security Manager, you are analytical, structured, and solution-oriented. You are communicative and pedagogical and have an easy time building trust in both technical and business-oriented environments. We place great emphasis on personal suitability.

We offer a professional and stimulating environment with good opportunities for personal development.
