You will step into an important role in a municipal healthcare and social care operation where financial outcomes, resource allocation, and volume assumptions need to become more accurate. The goal is to create a clearer picture of how volumes, costs, and quality are interconnected, and to translate analysis into better management and follow-up.

You will work closely with management, controllers, economists, and business representatives in a politically governed organization. Here, you will combine data-driven analysis with business understanding and contribute with insights that influence both decisions and working methods. This is a role for you who wants to make a concrete difference in a socially vital operation.

• You conduct a review of the operations with a focus on volumes, costs, and quality within healthcare and social care.
• You analyze the relationships between costs, volumes, and quality to clarify cost drivers and variations.
• You develop, evaluate, and propose relevant key performance indicators (KPIs) related to users, staff, productivity, and efficiency.
• You ensure comparability with other municipalities through benchmarking and build materials that can be used in management and follow-up.
• You identify areas for development and formulate concrete action proposals for improved economic management.
• You propose how KPIs can be integrated into budgeting and follow-up processes.
• You compile analysis, comparisons, and recommendations in a final report and present the results to management and political decision-makers.
• You contribute to knowledge transfer and support so that the organization can continue working with analysis and follow-up.

• You have at least 5 years of experience working in the public sector, preferably in municipal healthcare and social care.
• You have a good understanding of management, budget processes, and work in politically governed organizations.
• You have at least 5 years of experience in analyzing costs and key performance indicators.
• You have experience analyzing relationships between costs, volumes, and quality.
• You have at least 5 years of experience in data-driven analysis and strong methodological competence.
• You can structure, quality-assure, and analyze large datasets.
• You have experience in producing comparable materials between organizations through benchmarking.
• You have good knowledge of analysis tools such as Excel or BI tools.
• You have a relevant academic education in fields such as economics, statistics, public administration, or equivalent.
• You have experience in change management and development work.
• You have documented experience in producing concrete action proposals and providing support in implementation.
• You have the ability to translate analysis into practical management and follow-up.
• You have experience facilitating dialogue with management and presenting complex analyses in a pedagogical manner.

• Experience from similar assignments in a larger municipal organization.
• Experience working with KPI models within healthcare and social care.
• Experience with assignments having clear political anchoring.
