Department Manager within Elderly Care, Disability Services, and Staffing

The Care Administration is responsible for elderly care, healthcare, disability services, as well as individual and family services. Approximately 600 employees work within the administration, collaborating to provide the municipality's residents with support, security, and high-quality care.

This position covers the operational areas of ordinary housing for the elderly, disability services, and the staffing unit.

There are approximately 10 unit managers within the area who, together with their staff, perform a socially important mission for the municipality's residents. As a Department Manager, you will be part of the administration's management group and report directly to the Head of Administration. You will work according to the municipality's governance model and collaborate with other operations to contribute to long-term sustainable development.

We are facing a crucial development phase where we are strengthening our organization to meet future needs within ordinary housing, disability services, and staffing.

Job Responsibilities

As a Department Manager, you have overall responsibility for operations, economy, personnel, and work environment within the area.

The assignment includes:

  • Leading, coaching, and developing subordinate managers
  • Driving and implementing change and development work
  • Ensuring efficient working methods, clear structures, and high quality
  • Responsible for budget, follow-up, and economic sustainability
  • Developing and ensuring long-term and stable competence supply
  • Collaborating with internal and external actors, including political leadership
  • Identifying areas for improvement and translating analyses into concrete actions

Qualifications

We are looking for you who have:

  • A university degree, for example as a nurse, social worker, or other education deemed equivalent by the employer
  • Experience of managerial roles in municipal care/social administration with responsibility for operations, personnel, and economy
  • Ability to analyze economic outcomes and take necessary measures to ensure a balance between resources and assignments
  • Experience of leading other managers
  • Experience of working in a politically governed organization
  • Valid driver's license (Category B)
  • Good ability to express yourself in speech and writing

Meritorious qualifications:

  • Experience of leading change work in complex organizations
  • Experience of developing staffing or competence supply
  • Experience of efficiency or restructuring work

Employment type: Permanent position.
