You will step into an important role at a government agency that needs to create a clear and sustainable basis for the procurement of a new collection management system. This role is not just about gathering requirements, but about understanding the current state of operations, capturing future needs, and translating them into a requirements specification that holds up all the way to procurement.

This role suits you if you thrive in the borderland between operations and IT. You work closely with key stakeholders in the operations and in dialogue with IT to analyze issues regarding metadata, information management, media files, and IT security. This is an assignment where you have significant influence over how future system support is defined and prioritized.

• Conduct a current state analysis of the existing collection management system, based on previous operational investigations.
• Plan and conduct interviews with key stakeholders and operational representatives to capture needs, challenges, and target vision.
• Identify the operation's current and future needs based on both operational and economic premises.
• Conduct a market analysis of relevant organizations to identify good examples, standards, and potential solutions.
• Analyze requirements related to media files, metadata management, and IT security in close collaboration with operations and IT.
• Produce an analysis report with a current state overview, needs analysis, development areas, and results from the market analysis.
• Formulate a requirements specification with functional and non-functional requirements, priorities, and recommendations for procurement.
• Ensure that the requirements are traceable to identified needs and compile a list of relevant market actors capable of meeting the requirements.

• You have 4–8 years of experience.
• You have documented experience in business development within IT-adjacent projects.
• You have experience in creating requirements specifications prior to system procurement.
• You have experience conducting needs analyses and interview-based mapping.
• You have good knowledge of information management and metadata.
• You have an understanding of IT security issues related to system solutions.
• You can produce written deliverables in Swedish.

• Experience working with museums, cultural heritage institutions, or similar operations.
• Experience with collection databases or equivalent systems.
• Knowledge of relevant standards within metadata and information management.
• Experience in change management in connection with system implementation.
• Experience with public procurement according to LOU (The Public Procurement Act).
