We are currently seeking an experienced IT Procurement Specialist for a comprehensive assignment within the public sector. The role involves strengthening the procurement function and independently planning, executing, and following up on tenders and call-offs, with a focus on IT-related goods and services.

You will work closely with the business units and be responsible for the entire procurement process – from needs analysis and requirement specification to contract drafting, supplier dialogue, and follow-up. The role also includes contributing as a procurement expert in various projects and initiatives.

• Plan and execute tenders and call-offs in accordance with the Public Procurement Act (LOU)

• Analyze business needs and develop requirement specifications

• Design procurement documentation

• Conduct bid evaluations and negotiations

• Draft and quality-assure contracts

• Ensure compliance with laws, regulations, and internal guidelines

• Identify, prevent, and manage procurement risks

• Collaborate with internal business units and external suppliers

• Contribute as a procurement expert in projects and development initiatives

• Completed IT tenders and call-offs according to plan

• Quality-assured procurement documentation and contracts

• Professional bid evaluations and supplier dialogues

• Procurements that comply with LOU and internal governing documents

• Contribution to the business unit's long-term procurement and contract work

• At least 5 years of experience in public procurement

• At least 3 years of experience in public procurement within the last 5 years

• At least 5 years of experience leading complex IT procurements

• Experience with procurements within areas such as IT systems, collaboration platforms, communication solutions, or IT services

• Relevant university or college education in procurement or equivalent competence acquired in another way

• Very good knowledge of Swedish in speech and writing (at least level B2)

• Competence level 3 according to the current framework agreement

• Experience with the procurement tool e-Avrop

• Experience from a Swedish government agency

• Experience in procuring cloud services, integrations, and API solutions

• Experience in drafting contracts with clear and measurable KPIs

• Experience in contract follow-up and supplier management

We are looking for someone who is analytical, structured, and business-minded. You have strong communication skills, work independently, and are accustomed to building trusting relationships with both the business and suppliers. You are solution-oriented and able to translate business needs into well-executed procurements.
