We are now looking for a Purchasing and Procurement Manager for a parental leave vacancy with good prospects for extension. The assignment is located in one of Stockholm's suburban municipalities.

Assignment Description

The assignment covers a parental leave vacancy and may well be extended. It is expected to run at 100% full-time for 13 months during the period from September 21, 2026, to October 18, 2027, and between 0–50% during the remainder of the contract period.

Estimated hours for the assignment: +/- 2060 hours.

As the Purchasing and Procurement Manager at the City Leadership Administration, you will be part of the Chief Financial Officer's management group, alongside the Accounting Manager and the Controlling Manager.

In this role, you will lead the Purchasing and Procurement Unit at the City Leadership Administration. Reporting to you will be the Deputy Purchasing and Procurement Manager/Procurement Lawyer, Procurement Officers, Buyers, Contract Controllers, E-commerce Manager, and Purchasing Controller.

You will be responsible for the city's steering of purchasing, procurement, and contract follow-up.

You have personnel responsibility for 15 employees and 3 consultants, and you report to the Chief Financial Officer.

Requirements for Delivery

The assignment involves leading and supporting the unit in its daily work, as well as providing support to Solna's operations in complex cases.

You are expected to continue developing category management as a working method in Solna Municipality. The goal is to create conditions for the Purchasing and Procurement Unit and relevant operations to work strategically with purchasing as a tool in a successful and secure manner.

The consultant is expected to continue working according to the unit's business planning and to manage the model for result-oriented steering.

The assignment also includes analyzing the operations, identifying potential improvement measures, and presenting a short annual report on the past year.

Project Organization

The consultant reports to the Head of the Department of Economy and Business Control.

Security Requirements

The consultant will, upon request by the client, sign a confidentiality agreement. A background check may be conducted for this role.

Must-Have Requirements

You must meet the following requirements to take on the assignment:

1. The consultant must have extensive experience in personnel leadership and experience working within the public sector.
2. Very solid knowledge and experience of the Public Procurement Act (2016:1145) (LOU).
3. Extensive familiarity and competence in working in politically governed organizations.
4. Good knowledge of the conditions in the municipal sector in general, and in the Stockholm region in particular.
5. The consultant must also have experience working with business development and category management.
6. The consultant must have good communication skills in Swedish, both oral and written.
7. Great importance will be attached to personal suitability. Inclusive, integrity, and structured traits will be prioritized.
