Vaxholm Municipality is now looking for a Procurement Specialist who wants to have a central and operationally close role in our organization. We are looking for you who either already have experience in purchasing/public procurement, or who have a relevant background – for example as a civil economist – and want to grow into the role. The most important thing for us is that you have the right personal qualities and a strong desire to learn. If you are new to procurement, you will receive a thorough introduction and support from experienced colleagues to develop within the Public Procurement Act (LOU).

The role is broad and spans the municipality's different areas of operation – from social services, care and nursing placements, and passenger transport to contracts within operations, construction, and property. You will have a key position where you will both run your own tenders and represent the municipality in various collaboration forums and joint tenders with other municipalities.

The position is located at the Finance and Procurement Unit, which consists of ten employees. The procurement function is led by a Procurement Manager and is currently staffed by three procurement specialists. We offer you stimulating and varied work where you have the opportunity to build relationships both internally and externally. Our small, dynamic organization gives you the chance to work independently and have close contact with colleagues within the municipality's different operations. Here you become a central person, which requires integrity, project management skills, and precision – and a desire to develop commercially.

Responsibilities

You have:

• A university or college education in fields such as economics, law, procurement, or technology, a vocational college (KY/YH) education in purchasing and public procurement, or other education that the employer deems equivalent.
• An analytical ability and a commercial mindset that you want to use and develop in a procurement role.

It is meritorious if you have:

• Experience in conducting tenders according to the Public Procurement Act (LOU).

You have a good analytical ability that allows you to collect, structure, and interpret data regarding prices, volumes, and market conditions in an effective manner. You are curious, solution-oriented, and quick to learn new things.

Qualifications

In the role of Procurement Specialist, you work operationally close and function as a supportive service function. Your main tasks include:

• Conducting tenders and putting contracts that the municipality needs to prioritize out to competition.
• Analyzing spend, supplier structure, and price development, as well as identifying cost drivers.
• Building professional relationships through regular dialogue and follow-up with operations and suppliers.
• Being a pragmatic collaboration partner who helps operations handle schedules and unforeseen events.
• Evaluating and challenging existing suppliers and solutions to continuously improve processes and working methods.
