Workplace Description

The primary task of the IT Department is to provide IT services to the entire Swedish Police Authority. The IT Department is a vital part of crime prevention and law enforcement work, and IT is one of the most important tools for streamlining the police force and improving the quality of police work. The IT Procurement unit is responsible for the Swedish Police Authority's procurement activities within the IT sector, as well as providing legal expertise in relevant legal areas such as data protection legislation, procurement legislation, license law, contract law, and other IT-related legal fields. IT Procurement plays a driving and proactive role in equipping the police organization with IT solutions.

Job Description

We are now looking for you who want to work as a buyer in a broad and varied role. The work involves close cross-functional collaboration with both colleagues within your own section and with specialists and product owners within the IT operations. In this role, you will work both individually under your own responsibility and in a group. The role requires you to be unpretentious, as you will work with all tasks that arise within the group, and that you are driven by a desire to develop yourself and to help develop the function further.

As a buyer, you are responsible for:

  • Coordinating and processing decision materials for purchases from existing contracts
  • Investigating and negotiating possible changes within existing contracts and preparing documentation for this
  • Establishing supplier contacts in connection with purchases, such as obtaining quotes and product information, etc.
  • Active work with contract management and supplier follow-up
  • Compiling data into various reports
  • Conducting economic analysis of suppliers and/or categories
  • Categorizing completed purchases and analyzing purchasing patterns (spend analysis)
  • Actively working on supplier development
  • Providing guidance and service regarding procurement questions to product owners and other operations
  • Identifying and driving improvement activities within your own area of operation

Qualifications

This is an opportunity for you who have:

  • Post-secondary education in law, economics, or procurement/procurement, or other education that the employer deems relevant for the position
  • Several years of experience, preferably recent, in the field of procurement, tendering, and contract management
  • Very good knowledge of Swedish, both spoken and written
  • Swedish citizenship

It is meritorious if you also have:

  • Post-secondary education in law, economics, or logistics
  • Work experience in the IT sector
  • Experience with project-based work or project management
  • Relevant experience in requirements work, preferably within the IT sector
  • Relevant experience in category management
  • Good knowledge of English, both spoken and written

Personal Attributes

The tasks require you to be structured and meticulous, as well as having a good ability to build relationships. You have very good communication skills, both verbal and written. The work as a buyer requires you to be flexible and able to easily adapt to changing circumstances. We see that you are self-motivated and can handle your cases independently, while also having good teamwork skills and enjoying working in a team. The role of buyer with us requires you to work in a strategic manner and to focus on how procurement and contract management can contribute to the organization's goals.

  5. Do you have experience with category management? If so, describe which categories you have worked with and what results your work has led to.
