For this longer-term consulting assignment, Kraftsam is looking for a Project Manager for the Swedish Transport Administration (Trafikverket), a government agency responsible for Sweden's long-term infrastructure planning as well as the operation and maintenance of state-owned roads and railways. The agency works for an accessible Sweden where people and businesses can travel and transport goods in a smooth, safe, and sustainable manner.

The Swedish Transport Administration has offices in several locations in Sweden, including Linköping and Jönköping, where this assignment is located.

About the Role

Kraftsam is seeking a resource consultant as a Project Manager within railways for the Swedish Transport Administration. In this role, you drive projects with societal benefit as your guiding star – from early stages to implementation and completion. You are responsible for ensuring that projects are delivered on time, within budget, and with the correct content.

You lead projects together with project engineers, specialists, consultants, and contractors, and work actively with planning, risk management, forecasting, and follow-up.

Examples of railway projects can include track changes, contact line measures, electrification, level crossing measures, signaling work, and technical system measures.

The assignment concerns project management for railway-related measures with a focus on the design documentation (bygghandling) and production phases.

Role and Responsibilities

As a Project Manager, you will among other things work with:

  • preparation and follow-up of schedules, budgets, and forecasts
  • planning and conducting project meetings
  • coordination with internal and external stakeholders
  • follow-up of technical documentation, deliveries, and deviations
  • reporting on project status regarding time, cost, and content
  • development and quality assurance of decision-making materials
  • participation in procurement processes and contract follow-up
  • application of the Swedish Transport Administration's project model and document control

The assignment may involve work in several parallel projects and is carried out in close collaboration with the Swedish Transport Administration's project organization.

Competency Requirements

We expect you to meet all the mandatory requirements listed below, which should be clearly stated in your CV:

  • Ability to express yourself well in Swedish, both orally and in writing.
  • Experience from working in project groups where coordination was important.
  • Valid B-driver's license.
  • At least three (3) years of documented experience in the role of Project Manager for railway projects within general railways, where the resource has had independent responsibility for planning, steering, follow-up, and delivery of projects or clearly defined project parts. The experience must concern projects within design and/or construction phases and must not be older than 20 years. Parallel assignments may not be double-counted in terms of time.
  • Knowledge of laws and regulations as well as standards and directives within the relevant area.
  • The consultant must have completed BAS-A/S/K education.
  • The consultant must have completed at least two (2) reference assignments in a leadership role that have included the preparation of design documentation or work in the production phase within at least two (2) of the following technical areas:
    • switch/track change
    • electrification/contact line change
    • interlocking/signaling
  • Have completed training to function as the Client's Construction Health and Safety Coordinator, BAS-P and BAS-U. The training must not be older than five (5) years from the bid date and must be kept up to date throughout the assignment.
Value-Added Requirements:

Value-Added Requirement 1: For the client, it is a value-add if the offered resource has experience working independently with schedule planning, financial follow-up (budget, actuals, and forecast), and risk management in railway projects.

Value-Added Requirement 2: For the client, it is a value-add if the offered resource has experience working according to an established project model, such as XLPM, PROPS, PPS, PRINCE2, or equivalent.

Value-Added Requirement 3: For the client, it is a value-add if the offered resource has experience working in the construction or production phase in railway projects.

Value-Added Requirement 4: For the client, it is a value-add if the offered resource has experience coordinating between several technical areas (BEST) in railway projects.

Assignment Information

Start Date: 2026-08-12 (latest 2026-09-01)

Scope: 100%. Adjusted start is possible (50–75% initially).

Contract Length: 2 years with the possibility of extension by 1+1 year.

Location: Linköping or Jönköping – work is performed from the Swedish Transport Administration's offices.
