Emergency Physician for the Security Unit, Region Västerbotten

We are now looking for an Emergency Physician for the Security Unit. Region Västerbotten is a key societal actor in everyday life, crises, and in the event of war. Together with colleagues in the Security Unit, you as an Emergency Physician will play a central role in enhancing the region's civil preparedness capabilities within the framework of total defense planning.

The Security Unit operates under the Leadership Staff within the Region Board's administration. The unit's mission is to create conditions for security and safety, as well as to strengthen operations in both daily life and crises. We support, coordinate, and drive development in areas such as civil preparedness (crisis preparedness, disaster medical preparedness, and civil defense), cyber security, welfare crime, physical and technical protection, personnel security, security protection, fire safety, corporate ownership governance, as well as environmental coordination and chemical management.

Job Responsibilities

Civil preparedness is a growing and highly dynamic field. New legislation is to be implemented in the coming year(s). We are facing a new mandate period, and these issues are high on the agenda.

As an Emergency Physician, you have overall medical leadership and coordination responsibility for the regional work on crisis and disaster medical preparedness, as well as for civil defense within the region. The assignment includes assisting top management with medical expertise in the area of civil preparedness. You will be involved in preparatory work and assist in producing background materials, statements, policy documents, and analyses in the field. Participation and support in planning training and exercises at local, regional, and national levels are part of the job. You will also be part of the regional special healthcare leadership and be included in the TiB function (staff member on standby).

Collaboration and cooperation are central to the assignment. This will occur with operations and management, with local, regional, and national actors such as municipalities, other regions, the County Administrative Board, the Police, the National Board of Health and Welfare, the Swedish Armed Forces, and the Northern Military Region, among others. You are expected to create value for the region and the unit, but also to contribute value to discussions and issues at the regional and national levels.

The assignment also includes monitoring the external environment within the framework of legal compliance, experience exchange, best practices, etc.

Qualifications

We are looking for you as a senior employee with clinical competence and experience. You are a doctor with specialist training in emergency medicine, anesthesiology, intensive care, or surgical specialties. We would like you to have some form of education in civil preparedness, total defense, and/or disaster medicine. You need to have experience working with civil preparedness and total defense planning. Experience in patient safety work, process leadership, and managerial experience is desirable.

To thrive in this role, you need a strong interest in civil preparedness and the ability to balance changes within a dynamic area under development. We are looking for someone who is trustworthy and has the ability to create and maintain high trust capital. A good understanding of decision-making and preparatory processes within the region is advantageous. You are communicative with good collaboration skills, can prioritize, and make well-thought-out decisions. You are strategic, see the big picture, and can analyze complex problems from different perspectives.

Employment Terms

• Employment type: Permanent position.
• Working hours: Daytime.
• Scope: Full-time as a base, but we are open to the possibility of combining with another position within the region.

We offer flexible placement in Lycksele, Skellefteå, or Umeå, but there are meetings and forums that require physical presence in Umeå. Business travel with overnight stays occurs in the work, and a B-driver's license is required. There is an opportunity for a flexible workplace.

This position is classified in a security class. A security clearance will be conducted in accordance with current security protection legislation.

Start date: Immediately or by agreement.
