In the municipality of Kristinehamn, nearly 24,000 people live. The Technical Administration is responsible for the areas of Properties, Street/Park/Leisure, Water and Wastewater (VA), Waste Management, and Services. Central to the Technical Administration is the Project and Steering Unit. The unit is responsible for the majority of the municipality's physical investment projects within properties, infrastructure, technical infrastructure, and community building.
In the coming years, the administration will drive a number of exciting projects related to, among other things, new residential areas, industrial areas, sports facilities, and the establishment of a new regiment. As a Project Manager with us, you will play a central role in this development and have the opportunity to influence the process from idea to final delivery in an organization with a forward-looking attitude and high ambition level.

Job Responsibilities
As a Project Manager, you are responsible for driving the municipality's investment and development projects through the entire process, from early planning stages to completion, final inspection, and handover.
You work closely with contractors, consultants, operations, and other partners to ensure that projects are carried out according to set goals, requirements, schedules, and budgets. The role involves many contact surfaces, and you will collaborate broadly within the municipality, making the work both varied and developmental.
Key responsibilities include:
- leading and coordinating projects of various sizes and complexities
- being responsible for project economics, schedules, quality, and follow-up
- maintaining ongoing dialogue with contractors and other external actors
- participating in procurement and contract management
- ensuring that projects are carried out according to the municipality's newly developed local supply process
- participating in inspections and handover to operations and administration
Qualifications
Formal Competencies
We are looking for you who have a university degree in engineering, for example in construction, civil engineering, or installation, or other education/experience that the employer deems equivalent.
If you have worked for several years with economic steering and/or had economic responsibility, and have good knowledge of the community planning process and project economics, this may compensate for the educational/experience requirements.
You have extensive experience in leading larger projects and feel confident in driving projects forward in collaboration with several different stakeholders.
It is an advantage if you have:
- experience working in a politically governed organization
- experience in preparing tender documents and construction documents
- experience with procurement according to LOU (Public Procurement Act)
Personal Competencies
To thrive in the role, you need to be self-reliant and able to take responsibility for driving your work forward with good quality and delivery. You are structured and have the ability to plan, prioritize, and follow up on your tasks in a way that creates order and clarity in the projects. At the same time, you are flexible and adapt easily when conditions change, without losing focus on the goal.
You have a good holistic view and can see both details and contexts, which enables you to make well-founded decisions and contribute to long-term sustainable solutions. You are clear in your communication and create understanding by expressing yourself clearly and professionally, both verbally and in writing.
As a person, you are relationship-building and thrive in collaborations where you build trust and good contacts with both internal and external parties. You are stable and keep your cool even in pressured situations, which allows you to work safely and methodically even when projects are complex or under tight deadlines. You have patience and an understanding of the decision-making processes that take place in the public sector.
Employment Terms
Type of Employment: Permanent position.
Duration: Permanent.
