Trafikverket (The Swedish Transport Administration) is looking for a Resource Consultant – Security Specialist for the project National Train Control System (NTLS), which is part of the Future National Railway Traffic program (FRAM).
In this role, you will work as a senior specialist in the security field, providing advisory, leadership, and operational support regarding security protection and information security matters for the project and its constituent initiatives and projects. You will collaborate closely with Trafikverket's security organization as well as other security-related functions such as IT architects and IT security specialists.
The assignment also includes transferring knowledge to Trafikverket employees regarding the tasks performed by the resource consultant.
Role and Responsibilities
As a security specialist, you will, among other things, work with:
- Providing support in the implementation of information security classification and risk analyses
- Conducting and preparing security protection assessments
- Working with security protection planning
- Training and informing relevant parties within the project
- Developing working methods within the security field
- Monitoring incident handling related to the project's security protection
- Collaborating with other security-related functions within the project
- Reviewing and communicating with suppliers within the scope of the project
Competency Requirements - Mandatory
We expect you to meet all the mandatory requirements listed below, which must be clearly stated in your CV:
- An academic education (180 ECTS credits) in the relevant field, or other education combined with experience. Trafikverket assesses what is considered equivalent/relevant.
- Knowledge and experience of the Swedish public administration structure and roles.
- Knowledge of the authorities' roles in peacetime, crisis, and war.
- Knowledge of Swedish crisis and war legislation.
- Experience of collaboration between public actors.
- Good knowledge of standards, regulations, and general advice in the field of information and cyber security regarding societal vital functions, as well as protection and security protection legislation, through documented education and/or work experience of at least 10 years.
- Unhindered and professional proficiency in the Swedish language, both spoken and written.
- As a project manager/responsible person, have independently led and conducted at least two analyses/investigations/studies at a security-responsible authority or county administrative board.
- Knowledge regarding security clearance procedures including associated administration (interviews, documentation, etc.).
- Knowledge regarding the administration and establishment of security protection agreements.
- Have worked with the implementation, development, or maintenance of security protection and information security within a state authority according to the security protection legislation from 2019-04-01.
- Have experience from at least one assignment in societal vital functions such as infrastructure, transport, electricity supply, or similar.
- Have understanding and experience from at least one assignment where signals security work, signals security systems/measures were included.
Assignment Information
- Assignment period: 1 year from the contract's entry into force
- Extension option: 6 + 6 months
- Scope: 100%
- Location: Gothenburg
- Remote work: Up to 40% upon agreement
Summary – Additions and Special Requirements
References and Verifications
- Mandatory reference assignments are required for several competency requirements, including language requirements and conducted analyses/investigations.
- Reference assignments must be reported in a separate appendix and clearly linked to each requirement, including time periods and number of hours.
Educational Certificates and Letters of Recommendation
- Documentation proving academic education or equivalent competence.
- Documented education and/or experience in information and cyber security as well as security protection legislation (at least 10 years).
Security and Clearance
- Security clearance according to the Security Protection Act is required before the start of the assignment.
- Signing of a security protection agreement (level 3) and a confidentiality agreement.
Travel and Working Hours
- Business travel may occur upon decision by Trafikverket.
- Regular working hours are between 07:00–18:00, 40 hours per week.
- Work outside regular hours may occur but is not compensated with overtime allowance.
Equipment
- Trafikverket provides a computer and a workplace at the office in Gothenburg.
- The assignment should start as soon as possible after contract signing, provided the contract has entered into force and the resource consultant has passed the security clearance.
