JO is seeking an experienced Psychologist for the OPCAT Unit

The Mission

The Parliamentary Ombudsmen fulfill Sweden's role as the visiting authority under the Optional Protocol to the Convention against Torture (OPCAT). This entails regular inspections of places where people are held in deprivation of liberty, such as prisons, detention centers, police lock-ups, care facilities, youth homes, addiction treatment centers, as well as psychiatric and forensic psychiatric clinics.

The purpose is to identify risks of inhuman or degrading treatment and contribute to improvements through analysis, recommendations, and dialogue with responsible authorities. The work is carried out in close collaboration within the unit and in contact with both authorities and civil society, as well as through international cooperation.

The OPCAT Unit consists of qualified staff with various competencies from different disciplines. We are now looking for a psychologist who can provide a deeper understanding of how people are affected by deprivation of liberty and contribute psychological analysis to the assessment of individuals' needs and situations.

What does the role entail?

As a psychologist in the OPCAT Unit, you will, among other things:

  • Participate in the planning, execution, and follow-up of inspections
  • Contribute to the analysis of observations and the production of reports
  • Identify risks of inhuman or degrading treatment
  • Provide concrete improvement proposals to responsible authorities
  • Participate in dialogues with authorities and civil society
  • Participate in international cooperation within the field.

The work involves regular travel, often including overnight stays.

Your Qualifications

We are looking for you who are a licensed psychologist and have several years of clinical experience as a psychologist in operations where persons are held in deprivation of liberty, e.g., the Swedish National Board of Institutional Care (SiS), psychiatry, or the Swedish Prison and Probation Service. You have very good communication skills in speech and writing, very good analytical skills, and very good knowledge of English.

You take great personal responsibility, are meticulous, see the big picture, and have strong initiative and performance skills. Naturally, you are a person with good judgment and good collaboration and relationship skills. We place great emphasis on your personal qualities.

It is meritorious if you have an academic further education in psychology and other work experience as a licensed psychologist or practical work with deprived persons. It is also meritorious if you have experience of supervisory work and work in larger projects with focused issues.

The Employment

The employment is a permanent full-time position starting with a six-month probationary period. We agree on when you start.

JO's premises are centrally located at Kungsträdgården in Stockholm. During a planned renovation (from autumn 2026), we will rent premises at Sveavägen 25.

We value employees' conditions for balance between work and private life. You have trust-based working hours and the opportunity to agree on remote work one to two days a week. Naturally, we offer a fitness allowance.

The position is placed in a security class, which means that we will conduct a security clearance check.
